DEFRA CONSULTATION AIMS TO MODERNISE THE WASTE MANAGEMENT LICENSING
DEFRA have issued a consultation paper on guidance for Waste Management Licensing (non-PPC facilities) that is intended to replace Waste Management Paper 4. The CIWM intends to hold a brainstorming event to formulate a consultation response in early May. Members wishing to attend the brainstorming session or submit a written response should contact Michael.Day@ciwm.co.uk. RESPECT AND RESPONSIBILITY ~ ANTI-SOCIAL BEHAVIOUR WHITE PAPER ISSUED
The government have released a white paper with a range of proposed new measures to tackle anti~social behaviour. These include the banning of the sale of spray paints to under 18s and more robust powers for local authorities to deal with graffiti, litter, fly-tipping and fly-posting.

AGENCY CONSULT ON REQUIREMENTS FOR SURRENDER AND COMPLETETION OF LANDFILL SITES
The Environment Agency has issued a consultation which provides an overview of the technical requirements for surrender of the Waste Management Licensing/PPC permit for landfills. The guidance is based on the principle that a landfill no longer poses a pollution risk. Those wishing to contribute to a CIWM response should email technical@ciwm.co.uk before the response deadline of 6th June.

BEST VALUE AND PERFORMANCE IMPROVEMENT CIRCULAR
ODPM Circular 03/2003 issued on 13 March replaces Circular 10/99 and 02/01 for Local Government Act 1999. This guidance places best value in the context of comprehensive performance assessments (CPA's) drawing on the experience of the Best Value Review, Byatt Report and the joint Government/Local Government Association response.

MONITORING OF PARTICULATE MATTER IN AMBIENT AIR AROUND WASTE FACILITIES
The Environment Agency has issued a consultation for those involved in the monitoring of particulate matter in ambient air around waste facilities. The guidance is expected to be useful during applications for and determinations of permits and licences, and for subsequent monitoring of operations at waste establishments to show compliance with permit and licence conditions. The guidance is mainly focused towards monitoring around landfills, scrapyards, transfer stations and composting plants. SCOTLAND PASSES NEW DOG FOULING BILL
The Scottish Executive have passed a bill entitled the Dog Fouling (Scotland) Bill that will change the offence of allowing a dog to foul to the offence becoming one of failing to clean up after a dog. The bill will apply to all public land and allow both the Police and Local Authorities to issue fixed penalty notices.
