DEFRA SETS LOCAL AUTHORITY ENVIRONMENTAL REGULATION FEES AND CHARGES
The charging levels for Local Air Pollution Control and Local Authority
Pollution Prevention and Control (LAPC/LAPPC- Part B) and Local Authority
Integrated Pollution Prevention and Control (LA-IPPC-A(2)) have been set by
DEFRA for 2003/04. The charging levels for LAPC and LAPPC remain as 2002/03,
however there is an increase for LA-IPPC application fees.A summary of the fees

RADIOACTIVE WASTE MANAGEMENT ADVISORY COMMITTEE REPORT ON LOW ACTIVITY
RADIOACTIVE WASTES
The Radioactive Waste Management Advisory Committee (RWMAC) has released a
review of the management of low activity solid radioactive wastes within the
United Kingdom. The report reviews the present arrangements for managing this
waste stream and makes recommendations to government.

SCOTTISH BUSINESSES TO ADDRESS WASTEFUL PRACTICES
The Scottish Environment Protection Agency (SEPA) and the Business Environment
Network (BEN) are together looking at tackling increasing waste production
through the implementation of the Lothian and Borders Area Waste Plan. For

WRAP GET GREEN LIGHT FROM THE EUROPEAN COMMISSION
The European Commission has agreed the majority of the ?37.5 M package of
measures to boost recycling in the UK. This means that the Pilot Equity Fund,
Lease Guarantee Scheme and 18 capital projects can now go ahead. As expected,
parts of the "WRAP Environmental Scheme" are subject to further investigation
and a decision may take over 6 months. For further information about the

ROBOTS TO BE USED FOR WASTE EDUCATION
Waste Watch are using three new robots, named "Cycler" to help bring waste
reduction, re-use and recycling to children of school age. The robots will
start by presenting Environment Minister Michael Meacher with a Mothers' Day
card to Mother Earth at the House of Commons. The robots, funded by Biffaward,
are part of the Recyclerbility project run by Waste Watch and replace existing
robots that have visited over a million school children in the UK. For more

SEERA LAUNCHES ITS WASTE MANAGEMENT STRATEGY FOR CONSULTATION
The South East England Regional Assembly this week launched a public
consultation on its waste Management Strategy. Entitled "No Time To Waste" the
Draft Strategy covers the period up to 2016 that will encompass many of the EU
and UK statutory targets. The authors are looking for all stakeholders to be
involved in the consultation process and comment on the options for achieving

MINISTER LAUNCHES HIGHLANDS WASTE PLAN
Earlier this week Environment Minister, Ross Finnie, officially launched the
Highlands' Waste Plan, part of the National Waste Plan. Contributed to by
representatives of public bodies, community groups, the waste industry and
waste producers the plan aims to address the production and disposal of 500,000
tonnes of waste annually. The Plan considers source separation, recycling
targets, composting and landfill among other issues. Copies of the plan are

WRAP APPOINTS FIRST NORTHERN IRELAND LIAISON OFFICER
WRAP has announced the appointment of Dr Ian Garner as Northern Ireland Liaison
Officer. Dr Garner, previously with Enviros, will focus on the effective
delivery of the WRAP business plan in NI. He will seek to develop and maintain
close links with business and the public sector and support WRAP's programmes

HAZARDOUS WASTE FORUM GOES LIVE
The Hazardous Waste Forum, established to advise on the reduction and safe
management of hazardous waste, has placed information on the DEFRA website. The
Forum, announced in December 2002, has a home page on the DEFRA website that
includes terms of reference, agendas and minutes of meetings and relevant
reports. CIWM representatives on the Forum include Dr David Wilson and Roger

AGRICULTURAL WASTE STAKEHOLDERS FORUM
Background information, minutes agendas and other papers from the Forum are
available on the DEFRA website. The Forum involves DEFRA, EA, NFU and other
organisations including CIWM with an interest in agricultural waste. The Forum
meets regularly to discuss and inform government on the Regulations necessary
to extend, to agricultural waste, the waste management controls required by the
