WASTE PERMITTING REVIEW CONSULTATION MEETING
As reported 2 weeks ago, DEFRA are currently consulting upon a review of waste management permitting. The CIWM Waste Regulation Special Interest Group (SIG) is to hold a special meeting to discuss the informal consultation and produce a response to DEFRA. The SIG would welcome members participating in this meeting, which will take place on the afternoon of the 29th July. Those interested in attending the meeting should contact tina.benfield@ciwm.co.uk written submissions will also be welcome.

HOUSEHOLD WASTE RECYCLING BILL PARTIAL REGULATORY IMPACT ASSESSMENT
A partial regulatory impact assessment for the household waste recycling bill (formerly the municipal solid waste recycling bill) has been issued with the bill now having completed its committee stage in the House of Commons. Alterations to the original bill have been accepted, leaving the bill requiring Waste Collection Authorities to provide a kerbside collection for two recyclable materials, except where costs would be unreasonably high or where comparable alternatives are in place.

ANIMAL BY-PRODUCTS AND CATERING WASTE - DRAFT GUIDANCE ON TREATMENT IN APPROVED COMPOSTING OR BIOGAS PLANTS
The Animal By-Products Regulations came into force on the 1st July 2003 (see www.legislation.hmso.gov.uk/si/si2003/20031482.htm). DEFRA has issued draft guidance aiming to detail the treatment standards required to ensure sufficient pathogen removal so the treated material may be safely applied to land. WASTE MANAGEMENT LICENSING APPEALS PROCEDURE GUIDE
The planning inspectorate has updated guidance on the procedure for appealing against a decision by the Environment Agency to refuse, modify or reject a Waste Management License application

DRAFT PPC PERMIT APPLICATION FORM FOR NON-HAZARDOUS LANDFILLS IN SCOTLAND
SEPA has issued a consultation paper on a draft template to be used by those wishing to apply for a PPC permit for a non-hazardous waste landfill site. NEW LEGISLATION PAGE ON DEFRA WEB SITE
