FURTHER ROUND OF THE WASTE MINIMISATION AND RECYCLING FUND
DEFRA has revealed that a further £135 million will be made available for English Local Authorities to "pump prime" further recycling and waste minimisation initiatives. Those successful in achieving funding will also be rewarded with further grants if agreed performance criteria are met.

GUIDANCE FOR THE INCINERATION OF WASTE AND REFUSE DERIVED FUELS
The UK regulating bodies have issued a consultation on guidance for the incineration of waste and fuel manufactured from, or including waste. The document will update the existing IPC Waste Incineration Guidance Note (S2 5.01) with information from the EU BAT reference document (BREF). The main changes to the guidance stem from requirements obtained in the Waste Incineration Directive.

SECOND STAGE IN DEFRA WASTE PERMITTING REVIEW
DEFRA has issued a second set of work packages for consultation in their review of the waste permitting review. The four new work packages look at application determination criteria, the consultation process associated with permitting, operator criteria (fit and proper persons test) and criteria for assessing the surrender of a permit. SCOTTISH POLLUTION INVENTORY
SEPA are consulting on the introduction of a pollution inventory for Scotland. The inventory will provide information on types and volumes of chemical releases into the environment. All non-inert landfill sites are likely to fall under the requirements of the inventory, whilst inert sites receiving over 25,000 tonnes per annum would also fall under the inventory. ENVIRONMENT AGENCY POLICY ON DEVELOPMENTS ON OR NEAR LANDFILL SITES
The Environment Agency has issued a consultation outlining their policy when consulted by Local Planning Authorities (LPA) on applications for building developments on or within 250 metres of a landfill site. The Agency policy would recommend refusal to developments on existing licensed sites (apart from site infrastructure). For developments within 250 metres the LPA should require a risk assessment and risk management proposals to deal with any risks, failure to provide this should lead to the proposals refusal.

WRAP FUNDING FOR COMPOSTING
WRAP is to provide funding to stimulate a rapid expansion in compost production and support for composting facilities. WRAP has a target of increasing reprocessing capacity for high quality compost by 150,000 tonnes and are inviting bids for the fund. See www.wrap.org.uk/news_detail.asp?NewsID=315

CIWM CONFERENCE 2004, CALL FOR PAPERS
The CIWM are inviting interested parties to present an original paper at the 2004 Conference in Torbay. Those interested should submit a 500 word abstract on a waste related topic and a 200-word biography. Preference will be given to papers discussing Sustainable Waste Management, new and innovative technologies and strategies and practical experiences highlighted problems and solutions.
