LANDFILL ALLOWANCE TRADING SCHEME
DEFRA has released a consultation on a landfill allowance scheme for England. The consultation provides details of how a trading scheme may operate providing limits to the amount of waste a Waste Disposal Authority may dispose of via landfill. Allowances will reduce over the period up to 2020 so that the landfill directive diversion targets will be achieved. See www.defra.gov.uk/corporate/consult/landfill/index.htm

DEFRA MUNICIPAL WASTE SURVEY FOR 2001/2002 RELEASED
DEFRA has published the latest version of their annual statistics for waste management. The survey of English local authorities has shown an increase in waste arisings of 2.7% from the previous year. While the percentage of waste sent to landfill decreased, in terms of tonnage more waste was disposed of in landfill than the previous year. The recycling rate for England is stated as 13.6%.

CURRENT PRACTICE AND PERSPECTIVES OF REFUSE DERIVED FUELS
The European Union has published a study examining the current practices of production and use of Refuse Derived Fuels (RDF) throughout the EU. MARKETS AND GROWTH OPPORTUNITIES FOR RECYCLED PLASTICS IN THE UK
WRAP has published a report identifying the construction, packaging and Local Authority sectors as offering the best long-term growth opportunities for recycled plastics. The report identifies the growth in demand for plastic boxes and bins for use in kerbside recycling schemes as helping to increase the demand for suitable recycled plastics by an additional 14,500 tonnes per year over the next 2-5 years. NEW WASTES MANAGEMENT NETWORK FOR HIGHER EDUCATION
University College Northampton in partnership with CIWM is hosting the launch of a new network to promote wastes management as an academic discipline and to encourage collaboration in curriculum development, R&D and consultancy. CIWM GUIDANCE ON ENERGY FROM WASTE TO BE LAUNCHED
The CIWM will be holding a launch event for a new good practice guide on Energy from Waste. The guide aims to introduce waste managers, decision makers, planners and a wider audience to what energy from waste technologies are available, the operational principles, the main plant components, operational requirements, mandatory and operational emissions levels. The management of post combustion residues, such as ash recycling and gas cleaning are all examined by the guide. The event will be held on the 27th November 2003 in Nottingham, delegates will receive copies of the presentations and a complimentary copy of the guidance.
