END OF LIFE VEHICLE STORAGE AND TREATMENT STANDARDS

The Environment Agency and Scottish Environment Protection Agency have issued guidance providing advice to their staff and operators of vehicle storage and treatment sites on what environmental standards are required by the End of Life Vehicles (ELV) Directive. The guidance details requirements for sites that are to be licensed to treat ELV's, while separate storage and treatment standards are detailed for sites that may register for an exemption if they handle de-polluted ELV's.

EUROPEAN COMMISSION APPROVES WRAP'S FUNDING PROGRAMME

The European Commission has approved under EU state aid rules the remainder of WRAP's programme to boost recycling in the UK. The Commission concluded that the programme is in line with the Community's environmental objectives. In particular, State support according to the WRAP scheme is proportionate to the environmental objectives pursued and causes no undue distortion of competition.

WASTE AND EMISSIONS TRADING BILL RECEIVES ROYAL ASSENT

The WET bill has now received Royal assent and will now be an act of Parliament. The act provides the legislative framework for a trading scheme to allow waste disposal authorities to trade allowances to achieve the most cost effective method of meeting the landfill directive reduction targets.

AUDIT COMMISSION STRATEGIC PLAN

The Audit Commission has released a strategic plan setting out their ambitions for 2004 - 07. At the core of the plan is strategic regulation, more focused on a risk-based approach where it is a force for continuous improvement, focuses on outcomes for service users, proportionate to performance and risk and is delivered in partnership.

FREE WEEE SEMINARS

The DTI and DEFRA are organising a series of awareness raising seminars on the Waste Electrical and Electronic Equipment (WEEE) and the Restriction of Hazardous Substances (ROHS) Directives. Eight seminars will be run around the country between December and February.  The seminars are free of charge and should be of particular interest to local authority waste management officers, private sector organisations involved in the importing, manufacture or distribution of electronic products and components and organisations involved in the refurbishment of old electrical products.
