The aim of this working group is to produce standard conditions of contract alongside standard service specifications for waste management, leading to clear and consistent information for contracts and the tendering process. Areas of the waste management industry that will be included are waste collection and disposal, recycling and CA sites as well as treatment.

- Definition (purpose) of Specification
- Partnership relationship
- Contractor/client relationship
- Input and Output based
- Best Value - consideration of

Working in partnership with Defra and the WIP programme the working group are assisting with the development of a Defra procurement toolkit. Documentation produced by the working group will compliment the toolkit and the service specification will follow.
Core Standard Conditions of Contract have been produced in conjunction with Clarkslegal LLP.
The standard conditions of contract and schedules will be a 'living' document meaning it will be updated as and when required. Version 3 of the conditions and the schedules are now available.
The terms of contract are issued as standard terms only. Neither Clarkslegal LLP nor the CIWM can guarantee their appropriateness for any specific circumstances. Individual advice from legal advisers should therefore be sought before using the terms of contract or any part of them.
The next phase of this work is the standard specification for services and working group members will be looking for assistance to produce standard templated specifications for services including civic amenity sites, recycling, collection, disposal, treatment, cleansing and vehicles.
