FINANCIAL PROVISIONS PROJECT UPDATE
The Environment Agency has issued an update on their work on financial provision requirements for non-landfills. Nearly 2,000 licenced facilities have been affected by the changes whereby licenced sites no longer have to set aside financial provisions. Agreements have been cancelled with banks and over £40 million has been returned to operators. The Environment Agency hope operators will reinvest some of this in improvements to their sites and management systems.

SITE INSPECTION METHODOLOGY FOR OPRA
The Environment Agency has produced a site inspection methodology and a set of forms to record details of inspections of licenced facilities. OPRA is used by the Environment Agency to determine the risk a site possesses to the environment and how effectively the site is managed. OPRA scores also have a bearing on the waste management licence charges and the methodology may help remove some of the subjectivity from the scoring. LANDFILL TAX GUIDE UPDATED
Her Majesty's Custom's and Excise has updated its General Note on the Landfill Tax. The guidance replaces the previous version (February 2000) to include the changes to the tax liability of materials re-used on landfill sites; permits issued under regulations under section 2 of the Pollution Prevention and Control Act 1999 that authorize deposits or disposals in, or on the land; the changes to the liability to pay landfill tax and changes to the Landfill Tax Credit Scheme. FUNDING FOR SCOTTISH ISLANDS
The Scottish Executive has announced almost £15 million in funding from the Executive's Strategic Waste Fund is to be shared between Shetland, Orkney and the Western Isles Councils. The funding will allow for the expansion of household waste recycling centres and expansion and introduction of kerbside recycling collections.

BIOAEROSOLS FROM ORGANIC WASTES - WHAT IS THE PROBLEM?
The Sustainable Organic Resources Partnership is holding a seminar on 1 July 2004 at the Geological Society, Burlington House, Piccadilly, London. Airborne transmission of disease and other health effects have been researched in several subject areas over many years. Currently there is renewed concern about the risk from treating and using organic wastes. This conference will review what is known about the subject and where there are still knowledge gaps. LAND USE PLANNING FOR WASTE MANAGEMENT
ESA is holding a conference entitled Land-Use Planning for Waste Management: New Framework, New Challenges. The event will be held on 1 July in London and covers themes such as the future for BPEO, review of Waste Strategy 2000, the relationship between municipal waste strategies and waste development frameworks, advice on how to avoid judicial review, the implications of the SEA Directive for local authorities and their partners and effective community engagement.
