HOUSEHOLD WASTE RECYCLING ACT GUIDANCE CONSULTATION
DEFRA has released guidance to Waste Collection Authorities in England on their requirements under the Household Recycling Act 2003. The Act places a duty on WCA's to collect at least 2 types of recyclable waste separate from the rest of the household waste. The guidance discusses what can be classed as a single type of recyclable waste.

CONSULTATION ON BEST VALUE PERFORMANCE INDICATORS FOR 2005/2006
The Office of the Deputy Prime Minister has issued a consultation on proposed Best Value Performance Indicators for 2005/2006. Among the proposed new indicators is a new sub-heading for Best Value Performance Indicator 82 for the proportion of the total tonnage of household waste arisings, which have been sent for re-use. HAZARDOUS WASTE ACTION PLAN FOR NORTHERN IRELAND
The Northern Ireland hazardous waste forum has published an advisory document setting out the key actions that are needed to ensure safe management of the 47,000 tonnes of hazardous waste produced in Northern Ireland. The key objectives of the action plan are to provide a clear regulatory system, increase awareness of hazardous waste to businesses and industry, minimise the production of hazardous waste and to ensure adequate provision of facilities to manage the waste.

THE CONTROLLED WASTE (DUTY OF CARE) REGULATIONS (AMENDMENTS) REGULATION NORTHERN IRELAND
The Controlled Waste (Duty of Care) Regulations in Northern Ireland has been amended. The European Waste Catalogue will be referred to as European Waste Codes. Amendments are also made to the Waste and Contaminated Land (Northern Ireland) Order 1997. These changes will be enforced on 9th August 2004.

WALES HAZARDOUS WASTE INFORMATION
The Welsh Assembly has issued a list of frequently asked questions on hazardous waste in light of the ban on co-disposal due on the 16th July. The questions cover from what is hazardous waste through to the implications of the co-disposal ban and list some of the waste management companies operating in waste.

SITE WASTE MANAGEMENT PLANS: GUIDANCE FOR CONSTRUCTION CONTRACTORS AND CLIENTS
The DTI has produced a voluntary guidance document for the construction industry to help construction companies manage their waste in a more sustainable and cost effective manner.
Site waste management plans are advised to help companies identify and implement effective waste management initiatives on site. Guidance is also given on waste legislation to help companies comply with their legal duties

EFRA COMMITTEE INQUIRY INTO HAZARDOUS WASTE AND LANDFILL POLICY
The Environment, Food and Rural Affairs Committee of the Houses of Parliament is to conduct a major inquiry into waste policy, and in particular the performance of the government relating to the requirements of the Landfill Directive. Hazardous waste and what is needed to meet the challenges of the Directive (including further resource requirements) will be examined in detail. LAST CHANCE TO TAKE PART IN CIWM WASTE PLANNING REVIEW QUESTIONAIRRE
Our re-designed website will be used to gauge CIWM members' opinion on high profile topics. The first of these will be ODPM's forthcoming Waste Planning Policy Statement (PPS 10); this will be used to develop early stage feedback to ODPM and to develop CIWM's policy position on this vital issue. DEFRA LANDFILL ALLOWANCES TRADING SCHEME WORKSHOPS

NORTH EAST CENTRE OPEN MEETING
The next meeting of he North East Centre will be held on Thursday 22nd July 2004 at Londonderry Garage, Northallerton. The meeting will include presentations on: Options for diversion from landfill, DEFRA's new capture rate model for waste, BACCs scheme & pesticides tax covering weed control and alternative waste treatment technologies for residual waste. There is also a vehicle and equipment demonstration being held on Wednesday 21st and Thursday 22nd July 2004 at the same location. MIDLAND CENTRE MEETING
The Midlands centre of the CIWM will be holding an evening open meeting and associated demonstration on intermodal refuse collection vehicles and on board weighing as a means of preventing overloading.
