BAN ON CO-DISPOSAL
The ban on the disposal of hazardous and non-hazardous wastes together in the same landfill now makes the practice co-disposal illegal. The Environment Agency has produced a list of landfill sites that are licensed to accept hazardous wastes and those who will be operating a cell for Stable Non-Reactive Hazardous Wastes and this can be found at

ENVIRONMENT AGENCY FAQ'S ON HAZARDOUS WASTE
The Environment Agency has issued a briefing paper detailing frequently asked questions surrounding the end of co-disposal and Waste Acceptance Criteria. The FAQ's include the arrangements for the so called interim year before full WAC is implemented, Stable Non-Reactive Hazardous Waste issues, asbestos, high sulphate bearing wastes and tyre disposal. ENVIRONMENT AGENCY ENFORCEMENT PRIORITIES
The Environment Agency has detailed its enforcement priorities following the ban on co-disposal. The main priority will be on illegal disposal and mis-description of wastes. SEPA has also issued a reminder on the ban on co-disposal and that there will be no landfill available in Scotland to accept hazardous/Special wastes.

NEW WEB SITE TO PROVIDE GUIDANCE ON HAZARDOUS WASTE
The CIWM has been assisting in the production of a web site to provide information for those with queries on hazardous waste. The web site contains guidance for all sectors affected by changes to hazardous waste management and also signposts to other sites that may contain the answer to queries.

CIWM HAZARDOUS WASTE REGULATIONS SEMINAR
Shortly after the Landfill Directive has brought about an end to the co-disposal of hazardous and non-hazardous waste within the same landfill DEFRA will be releasing a consultation paper to replace the Special Waste Regulations with Hazardous Waste Regulations in England. This will increase the number of wastes classified as hazardous and bring about changes to the way in which the movement, recording, inspection and enforcement of hazardous waste will take place.
These regulations will have implications for all sectors involved in waste management and the CIWM is holding a seminar to examine the consultation document in greater detail and will hear from a DEFRA official, Environment Agency Officers and a range of speakers examining what these changes will mean for their sector. CLEANER NEIGHBOURHOODS CONSULTATION
Away from hazardous waste DEFRA has issued a consultation on Cleaner Neighbourhoods proposing to introduce a raft of new measures to help keep local amenities clean and crime free. Measures include extending powers on graffiti, fly-posting, nuisance vehicles, chewing gum, smoking related materials, penalties for putting waste out at the incorrect time or for failure of businesses to produce waste transfer notes when requested, to name but a few.

DEFRA BENEFITS FROM SPENDING REVIEW
DEFRA received a 1.2% annual real terms increase in their budget from this weeks Government spending review. This will allow an extra £20 million per year for the waste management performance reward grant and an extra £155 million will be available for PFI credits.

QUALITY PROTOCOL FOR AGGREGATES
WRAP has published a quality protocol for the production of aggregates from inert waste. The document should help identify the point at which inert waste has been fully recovered, and no longer considered a waste along with ensuring standards common to both recovered and primary aggregates are achieved.

NORTH EAST CENTRE OPEN MEETING
The next meeting of the North East Centre will be held on Thursday 22nd July 2004 at Londonderry Garage, Northallerton. The meeting will include presentations on: Options for diversion from landfill, DEFRA's new capture rate model for waste, BACCs scheme & pesticides tax covering weed control and alternative waste treatment technologies for residual waste. There is also a vehicle and equipment demonstration being held on Wednesday 21st and Thursday 22nd July 2004 at the same location.
