WRAP REVEALS RECYCLING CAMPAIGN
WRAP has provided details of the national recycling campaign they are due to launch on the 27 September. The campaign symbol will convey the message of "I love recycling" and a toolkit will be available to allow local authorities and others to take part in a co-ordinated campaign. JOINT MSW STRATEGIES AND DIRECTIONS TO WCA'S IN ENGLAND CONSULTATION
DEFRA has issued a consultation on guidance under the Waste and Emissions Trading Act for 2 tier Local Authorities to produce a joint MSW strategy, and authorities that will be exempt from the requirement. Guidance is also provided on provisions to give Waste Disposal Authorities the power to direct Waste Collection Authorities to deliver separately collected waste streams.

PROPOSALS TO REQUIRE LOCAL AUTHORITIES TO PROVIDE ENVIRONMENTAL INFORMATION
The Government has proposed an amendment to the Environmental Information Regulations to allow the public the right to access environmental information held by public authorities. The amendments would introduce a 20 working day deadline for provision of information and apply to environmental information held by organisations under the control of a public authority; such as a waste contractor.

ENVIRONMENT AGENCY STATEMENT ON SHREDDER RESIDUES
The Environment Agency has issued a position statement on the circumstances under which Shredder residue shall be treated as being either hazardous or non hazardous waste, and accordingly at which class of landfill it should be disposed of. Residues from shredding facilities will be regarded as non hazardous waste where the residues have arisen exclusively from de-polluted End of Life Vehicles (ELV's) and this is demonstrated in a waste transfer note.

TECHNICAL COMPETENCE ~ UPDATED GUIDANCE
The Environment Agency has issued updated guidance on the requirements for technical competence at licensed waste facilities. The guidance highlights the changes in awards following the ban on co-disposal at landfill sites and introduces the term hazardous waste as a replacement for special waste.

DRAFT SEA GUIDANCE
The Office of the Deputy Prime Minister in conjunction with the Scottish Executive, Welsh Assembly and Department of the Environment for Northern Ireland have issued a draft practical guide to the Strategic Environmental Assessment Directive. The SEA Directive requires an environmental assessment of certain plans and programmes (including those involving waste management) to be undertaken. IPPC AND RESOURCE EFFICIENCY REPORT
The Environment Agency has issued a report showing that many companies regulated under the IPPC regime have made significant reductions in waste going to landfill and increased levels of waste recovery

CIWM HAZARDOUS WASTE REGULATIONS SEMINAR
Shortly after the Landfill Directive has brought about an end to the co-disposal of hazardous and non-hazardous waste within the same landfill, DEFRA will be releasing a consultation paper to replace the Special Waste Regulations with Hazardous Waste Regulations in England. This will increase the number of wastes classified as hazardous and bring about changes to the way in which the movement, recording, inspection and enforcement of hazardous waste will take place.
These regulations will have implications for all sectors involved in waste management and the CIWM is holding a seminar to examine the consultation document in greater detail and will hear from a DEFRA official, Environment Agency Officers and a range of speakers examining what these changes will mean for their sector.
