REVIEW OF THE SPECIAL WASTE REGULATIONS IN ENGLAND
PROPOSALS FOR REPLACEMENT HAZARDOUS WASTE REGULATIONS AND LIST OF WASTES REGULATIONS
DEFRA are now proposing two sets of regulations: the List of Wastes Regulations which will transpose the European Waste Catalogue and the Hazardous Waste Regulations which will replace the Special Waste Regulations. The key change to be introduced by the new regulations would replace the term "special waste" with "hazardous waste" as defined in the Hazardous Waste Directive and the revised European Waste Catalogue. CONSULTATION ON PROPOSALS FOR IMPLEMENTATION OF THE WEEE DIRECTIVE
DTI have released their final consultation on the government's proposals for implementing the WEEE and ROHS Directives. The consultation paper seeks views on the draft implementing Regulations and non-statutory guidance for WEEE and ROHS. It covers a number of key issues, including: the timescale for implementation; the establishment and role of a National Clearing House; producer allocation of WEEE in relation to collection, recovery and recycling/reuse; take back schemes; ROHS compliance and maximum concentration values. http://www.dti.gov.uk/sustainability/weee/

CONSULTATION ON GUIDANCE ON THE TREATMENT OF WEEE
Implementation of the WEEE Directive in the UK will lead to the establishment of a collection network for WEEE. This consultation document sets out proposed guidance for the treatment of WEEE that is separately collected through the network in England, Wales and Scotland, to ensure it meets the requirements set out in Article 6 of the Directive:

COMMITTEE REPORT ON FLY-TIPPING AND OTHER ENVIRONMENTAL CRIME
The Environmental Audit Committee has published its Ninth Report of Session 2003-04 on Fly-Tipping, Fly-Posting, Litter, Graffiti and Noise. Key conclusions included that: the Environment Agency should be given more power and resources to tackle fly-tipping and that local authorities and the Environment Agency need to work together to tackle the illegal dumping of waste effectively. GUIDANCE ON PROCURING NEW WASTE TECHNOLOGIES FOR LONDON
The Mayor of London's report provides detailed information and guidance on the funding and procurement of the new waste recovery technologies, which will be required to deliver the Mayor's Municipal Waste Management Strategy. These include: Mechanical Biological Treatment, Anaerobic Digestion, Pyrolysis & Gasification, other pre-treatment options such as autoclaving.
£100,000 FOR PUBLIC SECTOR TO TACKLE WASTE
The Welsh Assembly Government has put forward £100,000 for the public sector to help boost recycling levels and reduce the amount of waste being produced.

CHANGES TO REFUND POLICIES FOR WASTE CONSIGNMENT NOTES
The Environment Agency has asked businesses in England and Wales to take note of changes in the way in which it will handle refunds for unused Special Waste Consignment Notes and for Transfrontier Shipment of Waste shipment charges.

CIWM HAZARDOUS WASTE REGULATIONS SEMINAR
Shortly after the Landfill Directive has brought about an end to the co-disposal of hazardous and non-hazardous waste within the same landfill, DEFRA will be releasing a consultation paper to replace the Special Waste Regulations with Hazardous Waste Regulations in England. This will increase the number of wastes classified as hazardous and bring about changes to the way in which the movement, recording, inspection and enforcement of hazardous waste will take place.
These regulations will have implications for all sectors involved in waste management and the CIWM is holding a seminar to examine the consultation document in greater detail and will hear from a DEFRA official, Environment Agency Officers and a range of speakers examining what these changes will mean for their sector. CIWM WORKSHOP: WHAT DO YOU DO WITH THE OUTPUT FROM MBT PROCESSES?
2nd NOVEMBER 2004 NOTTINGHAM
This CIWM workshop will seek to take the MBT discussion forward, focusing on the range of options for the utilisation of MBT outputs, including its use as an alternative fuel, soil conditioner, and its potential contribution to an integrated waste management strategy. The workshop will discuss these options in the context of Local Authority diversion and recycling targets. The event will bring together key experts from the waste management sector to discuss each option in turn.
It is intended that this will be the first of a series of workshops that look at the process options and challenges associated with adopting MBT-led approaches to managing household waste.
