SCOTTISH AGRICULTURAL, MINING AND QUARRYING WASTE

The Scottish Executive has issued a consultation on proposals to bring agricultural, along with mining and quarrying waste under waste management controls. The UK will have to introduce these measures after accepting that their exclusions from waste management controls contravenes the Waste Framework and Landfill Directives. The consultation also proposes tightening laws to prevent householders treating, keeping or disposing of wastes in an environmentally harmful manner, and place a duty on householders to take care to hand their wastes only to authorised persons. EU ACTION PLAN TO BOOST ENVIRONMNETAL TECHNOLOGIES

The European Commission has released an action plan to help new environmental technologies overcome barriers to their development, such as lack of access to capital. The action plan (draft previously highlighted on news online) includes the launch of 'technology platforms', establishing environmental performance targets for products and services and making the most of the funding schemes and public and private procurement.

NORTHERN IRELAND LANDFILL ALLOWANCES SCHEME CONSULTATION

The Department of the Environment in Northern Ireland has issued a consultation on proposals on how a landfill allowances scheme might be operated given the local conditions in Northern Ireland. Northern Ireland will be permitted to landfill a maximum of 473,925 in 2010, a reduction from the 631,900 tonnes sent to landfill in the base year of 1995.

FINANCIAL PROVISIONS FOR NON-LANDFILL WASTE MANAGEMENT LICENSING IN SCOTLAND

SEPA has reviewed its position on requirements for financial provisions for non-landfill licensed facilities and has issued a consultation document. Previously SEPA had required sums to be set aside to ensure the requirements of the license, including aftercare could be met. The proposed new position is in-line with that proposed by the Environment Agency to demonstrate that the operator is in a position to meet the license requirements through credit checks or recent credible evidence from a third party such as a financial institution.

SERVICE INDICATORS FOR LOCAL AUTHORITIES IN THE REPUBLIC OF IRELAND

The department of the Environment, Heritage and Local Government for the Republic of Ireland is to introduce 42 service indicators to allow the public to measure Authority performance. The service indicators, similar to the UK best value performance indicators include indicators for percentage of household waste recycled, percentage of waste to landfill, provision of recycling facilities and litter complaints. ENVIRONMENT AGENCY 'FLYCAPTURE' FLY-TIPPING DATABASE

The Environment Agency is developing an internet based system to record information on fly-tipping incidents across England and Wales. The Flycapture database, to be launched in April, will allow for the identification of hotspots, comparisons between different Authorities, provide information on the severity of fly-tipping incidents and help improve the manner in which the Environment Agency and Local Authorities work together to catch and prosecute fly-tippers. POTENTIAL MARKETS FOR CATHODE RAY TUBE GLASS IDENTIFIED

WRAP has issued a report identifying 4 applications with the potential to use significant amounts of the UK's Cathode Ray Tube (CRT) glass. The 4 potential markets for the CRT glass identified were in the production of glass bricks and tiles, new CRT's, as a fixing agent in brick and ceramics manufacture and as a fixing agent in smelting operations
