PLANNING FOR WASTE MANAGEMENT

This is a report from a research study carried out by Enviros Consulting looking at the planning considerations associated with waste management facilities.  Part One sets out generic issues facing those involved in planning for waste management.  Part Two profiles each kind of waste management facility, all based on a common format.  It is 238 pages long and can be found at www.odpm.gov.uk/stellent/groups/odpm_planning/documents

SECOND ROUND OF NEW TECHNOLOGIES FUNDING

Defra has announced a call for outline proposals for a second round of funding under the new technologies demonstrator programme. The call for proposals also details the types of schemes funding in the first round, and the amount awarded for each type of scheme. The demonstrator programme was set up to distribute £30 million to support near market processes capable of diverting biodegradable MSW.

EXTRA TARGETED SUPPORT FOR LOCAL AUTHORITY WASTE AND RECYCLING SERVICES

Further help is available for local authorities to meet the challenges they face in planning and delivering waste and recycling services.  Defra has made available extra funding for specialist consultancy support in 2004-05 worth over £2 million.

SUSTAINABLE PRODUCTION AND CONSUMPTION

Defra have issued Sustainable Production and Consumption Business Support Review final report.  This report reviews the numerous and diverse range of programmes aimed at delivering resource efficiency in business (and the home).  The programmes are aimed at supporting businesses moving towards a sustainable production.

NEW HSE WEB SITE FOR WASTE MANAGEMENT AND RECYCLING INDUSTRY

This site is to allow Heath and Safety Executive to inform those in the waste management and recycling industry of issues that are being tackled by the HSE and inform those industries of health and safety.  This is a very interesting site that has data on accidents for waste management and how they compare (unfavourably) to other, usually considered high accidental, areas of employment.  See www.hse.gov.uk/waste/index.htm

CONSULTATION ON THE WASTE MANAGEMENT LICENSING AMENDMENT (SCOTLAND) REGULATIONS 2004 - EXEMPTION CHARGING SCHEME

Regulation of most of the exemptions does not attract a charge, but recent changes to the legislation extend SEPA's powers to charge for regulatory duties undertaken in connection with the following paragraphs of Schedule 3 of the 1994 Regulations.
Spreading of sludge - paragraph 8(2), Recovery operations at sewage treatment works - paragraph 10, Composting and composting for mushroom cultivation - paragraphs 12 &12A and burning of dunnage (packaging) - paragraph 46 (this is a new exemption).

PESTICIDES AND BYSTANDER EXPOSURE STUDY PUBLIC MEETING

DISCUSSION DOCUMENT OF DELIVERING FOR THE ENVIRONMENT

LOCAL AUTHORITY ISSUES BRIEFING SESSION

CIWM's Collection, Recycling and Environmental Cleansing Special Interest Group are holding a briefing session on Monday 8 November at Peterborough Moathouse hotel.  Speakers include Defra on Clean Neighbourhoods and what happens once the consultation responses are in.  BVPI 199, one year on and does alternate weekly collection really work?  If you are interested in attending contact events@ciwm.co.uk

WEEE - IS THE UK READY? 12th OCTOBER, NOTTINGHAM

The Waste Electrical and Electronic (WEEE) directive will soon be transposed into UK Law, with the government recently publishing its final consultation on draft Regulations and guidance. The National Clearing House is the intended implementation mechanism for ensuring all WEEE that is collected, is treated and recycled according to UK and EU standards, whilst allowing for producers to meet their obligations through competitive tendering for collection, treatment and recycling services. The CIWM WEEE seminar will examine how this is likely to work in practice and what implications it will have on the range of stakeholders involved

HNC IN WASTES MANAGEMENT - LAUDER COLLEGE, DUNFERMLINE

Lauder College is looking to run the HNC Course previously offered at Stow College.  The Course will start in January 2005 provided that a minimum of 15 students enroll.  Anyone interested should contact Jan Thomson at the College janthomson@lauder.ac.uk as soon as possible.

IMPLEMENTING CHANGE - SCOTTISH WASTE MANAGEMENT CONFERENCE, EXHIBITION AND AWARDS DINNER

The above event organised by Eventful Scotland will be held on the 5th& 6th October at The Hilton Hotel, William Street, Glasgow.
