RECYCLING CREDITS CONSULTATION
Defra has issued a consultation paper looking at potential changes to the recycling credit scheme. Proposals include Increasing the flexibility of payments from waste disposal to waste collection authorities in two-tier areas; updating and making statutory the Government's guidance on recycling credit payments to third parties; modifying the basis on which the financial value of recycling credits is calculated and to widen the scope of the scheme to include all re-use and potentially minimisation credits.

CONSULTATION ON FUNDING FOR LANDFILL AFTERCARE
Proposals have been made to ensure landfill operators make funds available from the first day of the site's operation to help maintain their sites following closure. Presently, landfill operators are only required to make a payment to the Environment Agency in the event that their company goes under. The Agency is consulting on these proposed changes, with comments required by the 30th November 2004.

CONSULTATION ON THE WASTE MANAGEMENT LICENSING AMENDMENT (SCOTLAND) REGULATIONS 2004 - EXEMPTION CHARGING SCHEME
Recent changes to the Waste Management Licensing Regulations 1994 extend SEPA's powers to charge for regulatory duties undertaken in connection with the following paragraphs of Schedule 3 of the 1994 Regulations: spreading of sludge; recovery operations at sewage treatment works; composting and composting for mushroom cultivation; burning of dunnage (packaging). The scheme includes two elements: an initial registration fee - which covers regulatory duties for the first year and an annual renewal fee - for any extension to this period, where no changes are made to the activity as registered.

SEPA COMPOSTING POSITION STATEMENT
SEPA has issued a position statement on composting which includes advice to local authorities to be aware that composting mixed waste is not a long term solution and in the longer term they should be moving towards segregated collection of biodegradable material for composting; be aware that composted mixed waste is not fully recovered and remains waste and to be aware of the guidance on diversion targets given in the National Waste Plan 2003 and the BSI PAS 100 and Composting Association standards.

£1O MILLION WASTE FUNDING FOR NORTHERN IRELAND COUNCILS
The Department of the Environment has released £10 million to help all 26 councils in Northern Ireland with the implementation of their Waste Management Plans.

EUROPEAN COURT OF JUSTICE CONDEMNS UK FOR DELAYS IN TRANSPOSING END-OF-LIFE VEHICLES DIRECTIVE
Three countries, Finland, France and the UK, have become the first ones to be condemned by the ECJ for failing to transpose the 2000 Directive 2000/53/EC on end-of life vehicles into national law by the deadline of 21 April 2002.

WEEE - IS THE UK READY?

The Waste Electrical and Electronic (WEEE) directive will soon be transposed into UK Law, with the government recently publishing its final consultation on draft Regulations and guidance. The National Clearing House is the intended implementation mechanism for ensuring all WEEE that is collected, is treated and recycled according to UK and EU standards, whilst allowing for producers to meet their obligations through competitive tendering for collection, treatment and recycling services. The CIWM WEEE seminar will examine how this is likely to work in practice and what implications it will have on the range of stakeholders involved. For the programme and registration details see:

LOCAL AUTHORITY ISSUES BRIEFING SESSION
CIWM's Collection, Recycling and Environmental Cleansing Special Interest Group are holding a briefing session on Monday 8 November at Peterborough Moathouse hotel. HAZARDOUS WASTE SEMINAR
Following the high demand for the first Hazardous Waste Seminar the CIWM recently held, a second event will held on the 22nd October in London. The event will examine the recently released Review of the Special Waste Regulations consultation paper and the implications of this for the various stakeholders involved in managing hazardous wastes. USE LESS, RECYCLE MORE ROADSHOW
A series of ten regional events for the construction and waste industries, as well as policy makers, are being run under the banner of Construction Resources: Using Less and Recycling More. The free to attend events are being organised by companies including UK
Ceed, Constructing Excellence and the Chartered Institution of Wastes Management. The events will demonstrate ready-to-use tools and plans and provide an opportunity to learn more about the new DTI Code of Practice on site waste management.
