LANDFILL REGULATIONS INTERPRETATION
Defra has issued guidance on the Government's interpretation of the Landfill (England and Wales) Regulations 2002 (as amended). The Government considers that there are aspects of the Regulations and the underlying intentions of the Directive for which policy interpretation would be helpful. While this is not a consultation document, comments on the Government's interpretation will be accepted and where appropriate alterations may be made.

NEW TECHNOLOGIES DEMONSTRATOR PROJECTS ANNOUNCED
The New Technolgies Demonstrator Programme has announced details of the 7 projects which are to receive funding under their first round of bids. Schemes that funding has been allocated include pilot projects for pyrolysis, gasification, in-vessel composting, MBT and Anaerobic Digestion.

CROSS BORDER WASTE AWARENESS CAMPAIGN
The Republic of Ireland and Northern Ireland have joined forces to launch a cross border waste awareness campaign. 2.5 million has been secured from the European Union to fund the campaign, which will include TV, radio and newspaper advertisements.

EFRA COMMITTEE REVIEW OF DEFRA'S DEPARTMENTAL REPORT
The Environment, Food and Rural Affairs Committee has issued a review of Defra's departmental report for 2004. The Committee welcomes the progress Defra has made, however, questions the department's ability to influence other Government departments on issues of sustainability. The review also cast doubts over the department's verdict that it will achieve its targets in terms of recycling and composting.

PLASTIC PACKAGING WASTE INVESTIGATION RESULTS ANNOUNCED
An investigation into the issuing of PRN's and PERN's has found inappropriate awarding has taken place. Figures for plastic packaging waste recycled in 2002 will be reduced by 34,790 tonnes, replacing a provisional reduction of 64,600 tonnes. Figures for 2003 will be reduced by 80,885 tonnes. The amount of plastic packaging waste recycled in 2002 has been revised to 360,418 tonnes (or 20.7%) and to 321,205 tonnes for 2003 (or 17.9%)

WEEE - IS THE UK READY? 12th OCTOBER, NOTTINGHAM
The Waste Electrical and Electronic (WEEE) directive will soon be transposed into UK Law, with the government recently publishing its final consultation on draft Regulations and guidance. The National Clearing House is the intended implementation mechanism for ensuring all WEEE that is collected, is treated and recycled according to UK and EU standards, whilst allowing for producers to meet their obligations through competitive tendering for collection, treatment and recycling services. The CIWM WEEE seminar will examine how this is likely to work in practice and what implications it will have on the range of stakeholders involved. For the programme and registration details see:

LOCAL AUTHORITY ISSUES BRIEFING SESSION

HAZARDOUS WASTE SEMINAR
Following the high demand for the first Hazardous Waste Seminar the CIWM recently held, a second event will held on the 22nd October in London. The event will examine the recently released Review of the Special Waste Regulations consultation paper and the implications of this for the various stakeholders involved in managing hazardous wastes. USE LESS, RECYCLE MORE ROADSHOW
A series of ten regional events for the construction and waste industries, as well as policy makers, are being run under the banner of Construction Resources: Using Less and Recycling More. The free to attend events are being organised by companies including UK Ceed, Constructing Excellence and the Chartered Institution of Wastes Management. The events will demonstrate ready-to-use tools and plans and provide an opportunity to learn more about the new DTI Code of Practice on site waste management.
