PRE-BUDGET REPORT

Rt Hon Gordon Brown MP  confirmed in his pre-budget report yesterday that there will be the expected £3 a tonne rise in Landfill Tax to £18 a tonne from April 2005. The Government also stated that it was not convinced of the need for a tax on incineration, and that it would be necessary as a process for residual waste material that is not recycled or composted. Reference was also made to the proposed announcement for the allocation of Defra's £45 million Waste Minimisation and Recycling Challenge fund in the next few weeks.

RESEARCH ON THE COSTS AND BENEFITS OF WASTE MANAGEMENT OPTIONS

This latest report presents the findings of a study conducted by Enviros Consulting in conjunction with Economics for the Environment Consultancy (EFTEC) to provide an assessment of the external costs and benefits to health and the environment of waste management options valued in monetary terms.

DISCUSSION PAPER ON THE EXTERNAL COSTS OF LANDFILL AND INCINERATION

RESPONSES TO THE THIRD CONSULTATION ON WEEE & ROHS

The 225 responses to the DTI's third consultation paper on WEEE and ROHS have been collated and assessed. A National Clearing House was given overwhelming support, but a number of issues surrounding the NCH and in particular collection and recovery proposals still needed to be ironed out.

NATIONAL CLEARING HOUSE PROJECT GROUP REPORT ON WEEE ALLOCATION

The National Clearing House Project Group is a small stakeholder group convened by DTI during the consultation period. It has published a paper to the DTI on issues associated with allocation of WEEE to producers.

The House of Lords has issued the following report , having sought evidence from the government on what action has been taken to ensure the UK is in place to meet the revised 2008 targets. WASTE DATA DIGEST 4

SEPA has published Waste Data Digest 4, the fourth in a series of annual publications which report on data collected by, or on behalf of SEPA concerning waste arisings, recovery and disposal of waste related operational activities in Scotland.

MBT: WHAT TO DO WITH THE OUTPUT?

CIWM WORKSHOP 20th JANUARY 2005 - PETERBOROUGH MOATHOUSE
Following the high demand for the first MBT workshop last month, a repeat event will take place on the 20th January in Peterborough.

The workshop will seek to take the MBT discussion forward, focusing on the range of options for the utilisation of MBT outputs, including its use as an alternative fuel, soil conditioner, and its potential contribution to an integrated waste management strategy. The workshop will discuss these options in the context of Local Authority diversion and recycling targets. The event will bring together key experts from the waste management sector to discuss each option in turn.
