PLANNING FOR SUSTAINABLE WASTE MANAGEMENT
The ODPM has released a long awaited consultation on an updated Planning Policy Statement on waste (PPS 10). Along with a number of other measure, BPEO requirements for planning applications is proposed to be removed from a future PPS 10 as BPEO principles should be covered by Strategic Environmental Assessments required within regional spatial strategies.

PROPOSED CHANGES TO WASTE STRATEGY 2000
Defra has issued 3 further consultation papers connected to the waste planning consultation. The first provides draft guidance on the preparation of municipal waste management strategies; the second underpins the municipal waste strategy and planning papers and the third paper provides proposals for periodic provision of national data and advice on waste arisings, recycling potential and any national capacity needs.

CLEAN NEIGHBOURHOODS AND ENVIRONMENT BILL
Defra has published the Clean Neighbourhoods and Environment Bill which aims to provide more powers to Local Authorities and the Environment Agency to deal with fly-tipping, litter, fly-posting, abandoned vehicles along with other local environmental quality issues.

WASTE PERFORMANCE AND EFFICIENCY GRANT, RECYCLING TARGETS AND LATS
Defra has announced a 3 year waste performance and efficiency grant totalling £260 million following earlier consultation on the design of a waste performance grant. Defra has also announced that the maximum local authority statutory performance standards for recycling and composting for 2005/06 will be 30 per cent and that the maximum penalty for failing to divert waste under LATS will now be £150 per tonne.

AGRICULTURAL, MINING AND QUARRYING WASTES TO BE CONTROLLED
Defra has issued a consultation paper proposing the incorporation of agricultural, mining and quarrying waste within waste management controls. Previously these wastes had not been defined as controlled waste and the changes are necessary to bring England and Wales into line with the requirements of the European Waste Framework Directive.

CONSULTATION ON DRAFT BRITISH STANDARDS
BSI is presently seeking comments on 2 re-drafted British Standards; BS 5906 - Waste management in buildings - code of practice and BS 1703 - Refuse chutes and hoppers. Copies of the drafts are available from tina.benfield@ciwm.co.uk and any responses can be sent directly to BSI or to Tina to be included in a CIWM response.
WASTE RESEARCH - CALL FOR PROPOSALS
Defra has issued a call for proposals for research into the following areas: Sustainable resource consumption and management, systems for resource recovery, social dimensions, environment and health, economics and decision tools.

DEFRA FIVE YEAR STRATEGY
Defra has issued a strategy for the department over the next 5 years. For waste, Defra plans to introduce novel ways of encouraging people to recycle both through retailers and local authorities. Delivery of the Clean Neighbourhoods and Environment Bill will also be a priority.

JULY 2005 - COMING TO A LANDFILL SITE (NOT) NEAR YOU SOON - Hazardous Waste and Waste Acceptance Criteria seminar - Cardiff - 26th January 2005
The CIWM is holding a 1 day seminar which will hear feedback from the recent Hazardous Waste Regulations consultation and what requirements future Hazardous waste legislation and Waste Acceptance Criteria will have upon waste producers, Waste Management operators, and Local Authorities. The event to be held in Cardiff will also hear a key note speech from Carwyn Jones, Welsh Assembly Minister for Environment, Planning and Countryside on the strategy for dealing with hazardous waste within Wales.

MBT: WHAT TO DO WITH THE OUTPUT? CIWM WORKSHOP
20th JANUARY 2005 - PETERBOROUGH MOATHOUSE
Following the high demand for the first MBT workshop last month, a repeat event will take place on the 20th January in Peterborough.
The workshop will seek to take the MBT discussion forward, focusing on the range of options for the utilisation of MBT outputs, including its use as an alternative fuel, soil conditioner, and its potential contribution to an integrated waste management strategy. The workshop will discuss these options in the context of Local Authority diversion and recycling targets. The event will bring together key experts from the waste management sector to discuss each option in turn.
