RECYCLING IN ENGLAND HITS NEW HIGH
Defra have released the latest recycling rates for each of the English Local Authorities. The figures indicate that England is on target to achieve a recycling/composting rate of 17% for 2003/2004. This represents a 3% increase in the recycling rate from the previous year.

WALES EXCEED RECYCLING TARGET
The Welsh Assembly has also released recycling rates for Welsh Local Authorities. The figures show a recycling rate for Wales of 16.25%, exceeding the target set in Wise about Waste with all Local Authorities achieving 10%. NORTHERN IRELAND SPECIAL WASTE REVIEW
The Department of the Environment for Northern Ireland has issued a consultation paper to review their special waste regulations. The changes will bring Northern Ireland into line with the Hazardous Waste Directive, with the consultation proposing measures including the introduction of the term Hazardous (rather than Special), a tightening on the definition of household to domestic property and ban the mixing of hazardous wastes by producers. The existing consignment system is likely to be retained, with slight modification.

DTI TECHNOLOGY PROGRAMME
The DTI has allocated a £10 million fund to support collaborative R&D projects by businesses in more sustainable waste management options and alternatives to landfill, encompassing minimisation, re-use, recycling, recovery and treatment. Deadline for registering intentions to submit applications are the 31st January.

The CIWM is holding a 1 day seminar which will hear feedback from the recent Hazardous Waste Regulations consultation and what requirements future Hazardous waste legislation and Waste Acceptance Criteria will have upon waste producers, Waste Management operators, and Local Authorities. The event to be held in Cardiff will also hear a key note speech from Carwyn Jones, Welsh Assembly Minister for Environment, Planning and Countryside on the strategy for dealing with hazardous waste within Wales.

PLANNING TO GET BETTER A CIWM seminar - Waste Planning Guidance Review - 8th (London) and 22nd (Leeds) February 2005
It's crucial that the waste and resource management sectors get the planning system needed to allow the next generation of facilities to be built. Landfill - dominated strategies are a thing of the past - now we need different solutions to re-use, recycle and recover to the max. This will involve more sites (maybe 5 to 10 for each landfill we do without), different technologies and locations closer to where the waste is being produced. The planning system has to be fit to deliver this new world in time.
This seminar will help practitioners to hear what's proposed and to have their say. It will help shape this industry for the next 20 years. If you have a stake in this future - you should be there.

WASTE STRATEGY REVIEW - BARRIERS AND SOLUTIONS

The CIWM waste strategy review conference will stimulate ideas on the work of DEFRA, the strategy review and devolved strategies. The program will include the launch of the CIWM's 'lessons learned' report, looking at the progress on waste strategy 2000 and those of the devolved governments along with debate about barriers, solutions and outcomes of the strategy review due to take place this year.
