SCOTTISH LOCAL AUTHORITY WASTE ARISINGS SURVEY
SEPA has issued data for waste collected and managed by Scottish Local Authorities over the 2003/04 period. 2,672,791 tonnes of household waste was collected with nearly 350,000 tonnes of this being sent for recycling or composting. Figures are also provided for non household waste collected by Local Authorities and by Authority.

WASTE PROCUREMENT TOOLKIT
DEFRA has published a new toolkit to guide Local Authorities through procurement for waste management. The toolkit is designed to ddefine a plan to procure waste management contracts; understand and assess procurement and project risks and begin drafting contract documentation.

CAPPING AND RESTORATION OF LANDFILLS GUIDANCE
The Environment Agency has issued draft guidance on capping and restoration of landfills. The guidance describes the context within which the capping, restoration and aftercare of landfills should be considered in relation to planning and land-use matters, and to environmental protection. The requirements of both have to be taken into account when designing capping and restoration schemes. The need for a risk-based approach to the environmental management aspects of the design of capping, restoration and after-use is also highlighted.

THE WASTE (SCOTLAND) REGULATIONS 2005
These Regulations make miscellaneous changes to waste management legislation by amending a number of existing acts and regulations including changes to the Environmental Protection Act 1990, Controlled Waste (Registration of carriers and seizure of vehicles) Regulations 1991, Controlled Waste Regulations 1992, Waste Management Licensing Regulations 1994 and the Groundwater Regulations 1998

EAST MIDLANDS WASTE STRATEGY
The East Midlands regional assembly has produced a draft waste strategy for the region. Key issues highlighted include 8-11 years of landfill capacity available within the region and estimated costs of managing waste rising from around £400-500 million a year to over £1 billion a year within the region.

PUBLIC ATTITUDES TO THE ENVIRONMENT IN SCOTLAND
The Scottish Executive has published the results of a survey of 4,000 adults on Scotland to ascertain attitudes towards the environment. Recycling was highlighted as one of the most commonly suggested areas where people felt they should change their current behaviour.

PLANNING TO GET BETTER : a CIWM seminar - Waste Planning Guidance Review - 8th (London) and 22nd (Leeds) February 2005
It's crucial that the waste and resource management sectors get the planning system needed to allow the next generation of facilities to be built. Landfill - dominated strategies are a thing of the past - now we need different solutions to re-use, recycle and recover to the max. This will involve more sites (maybe 5 to 10 for each landfill we do without), different technologies and locations closer to where the waste is being produced. The planning system has to be fit to deliver this new world in time.
This seminar will help practitioners to hear what's proposed and to have their say. It will help shape this industry for the next 20 years. If you have a stake in this future - you should be there.

WASTE STRATEGY REVIEW - BARRIERS AND SOLUTIONS

The CIWM waste strategy review conference will stimulate ideas on the work of DEFRA, the strategy review and devolved strategies. The programme will include the launch of the CIWM's 'lessons learned' report, looking at the progress on waste strategy 2000 and those of the devolved governments along with a debate about barriers, solutions and outcomes of the strategy review due to take place this year.

The session will cover aspects of drug related litter and how to handle this material safely, what the HSE are looking for from the waste management industry and management systems in place for collection. The event will also include the handling of hazardous wastes at HWRCs safely and learning lessons from a fatality.

BIOWASTE DIGESTING THE ALTERNATIVES ~ 11th March, Birmingham
