PPC GUIDANCE FOR WASTE TREATMENT AND STORAGE

The Environment Agency has issued sector guidance for waste treatment and storage facilities that will require a PPC licence to operate. The guidance is aimed to assist in the production of applications for permits.

The CIWM will be holding a seminar looking at the implications of PPC for the waste treatment and storage sector and the guidance on producing permit applications. CONSULTANCY SUPPORT FOR LOCAL AUTHORITIES

Defra has renewed the offer to provide specialist consultancy support for Local Authorities in England to help in achieving recycling and composting targets and reduce the amounts of waste sent to landfill. WEEE AND TRANSFRONTIER SHIPMENT WORKSHOPS

The Environment Agency is to hold 4 free to attend workshops in London, Birmingham, Manchester and Cardiff for Local Authorities and the private sector. The workshops aim to explain the rules on export, handling, recovery, recycling and disposing of electrical and electronic equipment. See www.environment-agency.gov.uk/news/970527

FUNDING TO COMBAT SCOTTISH FLY-TIPPING

The Scottish Executive has announced over £1 million is to go towards initiatives to combat fly-tipping. This will fund the work of the Scottish fly-tipping forum and to fund a further year of the local environmental audit and management system (LEAMS), a system to measure Local Authority performance in street cleansing.

PLANNING CONSULTATION BRAINSTORMING SESSION

The CIWM will be holding a session to allow members to input into the CIWM’s consultation response on the revised Planning Policy Statement 10 on waste planning. The discussions will be held on the morning of the 28th February at CIWM HQ.

TIMING OF PACKAGING WASTE REPROCESSOR/EXPORTER ACCREDITATION

Defra has issued Producer Responsibility Obligations (Packaging Waste) Regulations 1997 (as amended): consultation on timing of applications for accreditation as a reprocessor or exporter in 2005. The 3 week consultation proposes to remove the 30th September deadline for applications for a reprocessor or exporter.

MIDLANDS CENTRE OPEN MEETING

The above meeting will be held at Conkers, Ashby de la Zouch which is just off the M42/A42 on Thursday February 24th (evening).  The meeting will examine PPC and Waste Strategy, including a paper on Waste Treatment options for the West Midlands and on treatment technologies to deliver a waste strategy. PPC presentations will include an Environment Agency overview of the re-permitting process to date and identify some lessons learned, and a speaker from SITA who will review the process from the operator’s perspective.  For further details contact, David Williams david@evanslogistics.com

PLANNING TO GET BETTER

A CIWM seminar - Waste Planning Guidance Review - (Leeds) 22nd February 2005
 
It's crucial that the waste and resource management sectors get the planning system needed to allow the next generation of facilities to be built. Landfill - dominated strategies are a thing of the past – now we need different solutions to re-use, recycle and recover to the max. This will involve more sites (maybe 5 to 10 for each landfill we do without), different technologies and locations closer to where the waste is being produced. The planning system has to be fit to deliver this new world in time.
 
This seminar will help practitioners to hear what's proposed and to have their say. It will help shape this industry for the next 20 years. If you have a stake in this future - you should be there.

WASTE STRATEGY REVIEW – BARRIERS AND SOLUTIONS
London 2nd March 2005

The CIWM waste strategy review conference will stimulate ideas on the work of DEFRA, the strategy review and devolved strategies. The programme will include the launch of the CIWM’s ‘lessons learned’ report, looking at the progress on waste strategy 2000 and those of the devolved governments along with a debate about barriers, solutions and outcomes of the strategy review due to take place this year.

ARE YOU READY FOR A VISIT – HEALTH AND SAFETY BRIEFING SESSION
March 22nd (North)

The Collection, Recycling and Environmental Cleansing Special Interest Group are holding a briefing session in mid March on health and safety.  The session will cover aspects of drug related litter and how to handle this material safely, what the HSE are looking for from the waste management industry and management systems in place for collection. The event will also include the handling of hazardous wastes at HWRCs safely and learning lessons from a fatality.

BIOWASTE DIGESTING THE ALTERNATIVES 11th March, (Birmingham)

The Composting Association will be holding a one day conference to assist in the development of a greater understanding of sustainable organic waste management. The programme will examine the opportunities that Anaerobic Digestion and enclosed composting present for the treatment of animal by-products and catering wastes in the UK. along with a comprehensive overview of the various systems that are in operation, with examples of their success across Europe.
