END OF LIFE VEHICLES (PRODUCER RESPONSIBILITY) REGULATIONS 2005

The ELV (Producer responsibility) Regulations 2005 have been published and are due to come into force on the 3rd March 2005. The regulations require a producer of vehicles (or an importer) to register and declare responsibility for vehicles placed onto the market. From January 1st 2007 no charge shall be made to the last owner delivering a vehicle to a collection point. The regulations also introduce the reuse, recovery and recycling targets for ELV’s treated at authorised treatment facilities.

DEFRA HAZARDOUS WASTE FORUM MEETING REPORT

The papers from the tenth meeting of Defra’s hazardous waste forum are available on the Defra site. Within the papers is a very brief description of responses received on the proposed hazardous waste regulations along with enforcement activities being carried out by the Environment Agency since the ban on co-disposal.

DEFRA RESPONSE TO REVISION OF WFD QUESTIONNAIRE

Defra has released a response to a European Questionnaire examining potential revisions of the Waste Framework Directive and extending the provisions of the IPPC Directive. Questions covered include definitional issues, including when a waste ceases to be a waste, recovery, recycling and reuse. The extension of IPPC to cover all waste treatment facilities is also covered by the questionnaire and not supported within the UK response.

The above event will be held on 6th& 7th April at The City Hotel, Armagh. WASTE STRATEGY REVIEW – BARRIERS AND SOLUTIONS
London 2nd March 2005

The CIWM waste strategy review conference will stimulate ideas on the work of DEFRA, the strategy review and devolved strategies. The programme will include the launch of the CIWM’s ‘lessons learned’ report, looking at the progress on waste strategy 2000 and those of the devolved governments along with a debate about barriers, solutions and outcomes of the strategy review due to take place this year.

ARE YOU READY FOR A VISIT – HEALTH AND SAFETY BRIEFING SESSION
March 22nd (North)

The Collection, Recycling and Environmental Cleansing Special Interest Group are holding a briefing session in mid March on health and safety.  The session will cover aspects of drug related litter and how to handle this material safely, what the HSE are looking for from the waste management industry and management systems in place for collection. The event will also include the handling of hazardous wastes at HWRCs safely and learning lessons from a fatality.

BIOWASTE DIGESTING THE ALTERNATIVES
11th March, (Birmingham)

The Composting Association will be holding a one day conference to assist in the development of a greater understanding of sustainable organic waste management. The programme will examine the opportunities that Anaerobic Digestion and enclosed composting present for the treatment of animal by-products and catering wastes in the UK, along with a comprehensive overview of the various systems that are in operation, with examples of their success across Europe.

JUNIPER REPORT ON MBT

A seminar is being held on 22nd March at Imperial College in London to announce the findings of this study, "MBT - A Guide for Decision Makers : Processes, Policies and Markets", which is the
