75,000 FLY-TIPPING INCIDENTS PER MONTH IN ENGLAND

The news this week has been full of stories on the extent of fly-tipping. Data from the Environment Agency's Fly-Capture database has shown nearly 75,000 incidents occurring each month, costing around £100 per minute to clear up. The main culprit of fly-tipped waste was householders' black bags; however, at least 40 incidents a day are more serious and consist of multiple lorry loads of waste being illegally disposed of.

REGULATION OF WASTE IN WALES

The National Assembly for Wales Audit Committee has undertaken a review and produced a report on regulation of waste by the Environment Agency Wales, within the context of the Waste Strategy for Wales. Recommendations of the report include devolving all relevant powers to the Welsh Assembly Government, continued promotion of recycling, identifying sites for potential regional waste facilities, reviewing the current register of exemptions and ensuring Local Authorities are fully using the Fly-Capture database.

GUIDANCE ON END OF LIFE VEHICLES REGULATIONS 2005

The DTI has issued a guidance note following the publication of the The ELV (Producer responsibility) Regulations 2005. The regulations require a vehicle/importer to register and declare responsibility for vehicles and from January 1st 2007 no charge shall be made to the last owner delivering a vehicle to a collection point. The regulations also introduce the reuse, recovery and recycling targets for ELV's treated at authorised treatment facilities. The guidance note covers and explains the requirements for each of the regulation's requirements.

REPORT ON THE NORTHERN IRELAND WASTE MANAGEMENT STRATEGY

The House of Commons Northern Ireland affairs committee has issued a report on their waste management strategy. The report acknowledges Northern Ireland as the first in the UK to develop a waste strategy and the wake up to waste awareness campaign; however concerns are raised over the implementation of the strategy and Northern Ireland's ability to achieve 2010 targets.

NORTHERN IRELAND COMMUNITY WASTE FUND

A community waste innovation fund has been launched in Northern Ireland in a bid to support the voluntary sector in helping divert waste from landfill. The fund will provide £1 million to the sector over the next 3 years, with the maximum available grant under the scheme set at £150,000.

NORTHERN IRELAND CONSULTATION ON TIMING OF PACKAGING WASTE REPROCESSOR/EXPORTER ACCREDITATION

The Department of the Environment in Northern Ireland has brought out a 3 week consultation, which is similar to that brought out by Defra for England and Wales, proposing to remove the 30th September deadline for applications for a reprocessor or exporter.

The Collection, Recycling and Environmental Cleansing Special Interest Group are holding a briefing session in mid March on health and safety.  The session will cover aspects of drug related litter and how to handle this material safely, what the HSE are looking for from the waste management industry and management systems in place for collection. The event will also include the handling of hazardous wastes at HWRCs safely and learning lessons from a fatality.

BIOWASTE DIGESTING THE ALTERNATIVES

The Composting Association will be holding a one day conference to assist in the development of a greater understanding of sustainable organic waste management. The programme will examine the opportunities that Anaerobic Digestion and enclosed composting present for the treatment of animal by-products and catering wastes in the UK, along with a comprehensive overview of the various systems that are in operation, with examples of their success across Europe.
