FINAL LIMITS SET ON WASTE TO LANDFILL

Local authorities across England have been set limits on the amount of biodegradable municipal waste they can dispose of in landfill sites in advance of the commencement of the LATS on 1st April.

RESULTS OF ANNUAL LITTER SURVEY

ENCAMS have released their Local Environmental Quality Survey of England 2003/2004. For the first time in years the survey shows improvements in aspects of local environmental quality,
with 44% of areas deemed Good or Satisfactory, while just 4% were rated as Poor.  Regionally, the most pristine place to live was the East of England, which finished some nine points ahead of its nearest rival, the South East.

VARIATIONS IN THE COMPOSITION OF HOUSEHOLD COLLECTED WASTE

The report assesses variations in the composition of household collected waste due to both type of property and ethnic nature of the household, and concludes that whilst there are significant differences in arisings between houses and flats, there is little difference in arisings between Asian, Black and White communities.
The project was funded by EB Nationwide (shanks first fund), with third party support from the Greater London Authority and Bedfordshire County Council.

SCOTLAND REPORTS AN INCREASE IN MUNICIPAL WASTE RECYCLING

New figures published by the Accounts Commission show that in 2003/04 Scotland recycled or composted 12.3 per cent of its municipal waste. This compares to the previous year's figure of 9.6 per cent.

£100 MILLION PFI CONTRACT FOR GREATER MANCHESTER WASTE

Greater Manchester Waste has secured £100 million to help increase recycling rates and reduce the growth in waste production. The project is expected to boost recycling and composting to over 50 per cent by 2020 and divert 32,660,000 tonnes of municipal waste away from landfill sites.

NORTHERN IRELAND COUNCILS GIVEN £10 MILLION TO REDUCE WASTE

All 26 councils in Northern Ireland will benefit from a share of the grant to assist with the implementation of their Waste Management Plans.

HAZARDOUS WASTE REGULATIONS - INTERIM GUIDANCE ON PREMISES

New guidance has been issued in draft to explain the proposed requirements for premises notification. It is intended that the provisions in the Hazardous Waste Regulations that relate to premises notification will take effect from early April 2005. to ensure that the movement and disposal of hazardous waste can continue smoothly from 16 July.

SUBSTITUE FUEL PROTOCOL

The Environment Agency has published its revised protocol for the burning of substitute fuels in cement and lime kilns in England and Wales. The revised protocol sets out guidance on the procedures to be followed and the considerations to be given to the use of substitute fuels in cement and lime manufacturing. It came into force on the 1st February 2005.

REPORT ON PROMOTING BIOMASS IN SCOTLAND

The Forum for Renewable Energy Development in Scotland (FREDS) have published a report focusing on wood fuel for the generation of electricity and combined heat and power. The report concludes that the biomass industry in Scotland has the potential to supply as much as 450MW from the wood fuel resource.

MIDLANDS CENTRE OPEN MEETING

The above meeting will be held at Conkers, Ashby de la Zouch which is just off the M42/A42 on Thursday February 24th (evening).  The meeting will examine PPC and Waste Strategy, including a paper on Waste Treatment options for the West Midlands and on treatment technologies to deliver a waste strategy. PLANNING TO GET BETTER

A CIWM seminar - Waste Planning Guidance Review - (Leeds) 22nd February 2005
It's crucial that the waste and resource management sectors get the planning system needed to allow the next generation of facilities to be built. Landfill - dominated strategies are a thing of the past - now we need different solutions to re-use, recycle and recover to the max. This will involve more sites (maybe 5 to 10 for each landfill we do without), different technologies and locations closer to where the waste is being produced. The planning system has to be fit to deliver this new world in time.

This seminar will help practitioners to hear what's proposed and to have their say. It will help shape this industry for the next 20 years. If you have a stake in this future - you should be there.

WASTE STRATEGY REVIEW - BARRIERS AND SOLUTIONS
