BUDGET 2005
There were no real surprises in this year's budget for the waste industry. The standard rate of landfill tax will be increased from £15/T to £18/T leading to a medium to long term target of £35/T. Inactive wastes remain at £2/T. Overall waste tonnages to landfill have gone down 16 million tonnes 1997/98 to 2003/04, with active wastes to landfill 1997/98 to 2003/04 down from 50.4 million tonnes to 47.3 million tonnes. There was support given for enhanced capital allowances (ECAs) for waste (including new technologies and mechanical and biological treatment) and associated resource efficient technologies. NORTHERN IRELAND LATS: GUIDANCE FOR LANDFILL OPERATORS
The Landfill Allowance Scheme (Northern Ireland) Regulations 2004 come into operation on 1st April 2005. The Environment and Heritage Service has issued the following guidance detailing landfill operators' obligations for each scheme year.

DEFRA RESPONSE TO REVISION OF WFD QUESTIONNAIRE
For those of you who may have missed this the first time around: Defra has released a revealing response to a European Questionnaire examining potential revisions of the Waste Framework Directive and extending the provisions of the IPPC Directive. Questions covered include definitional issues, including when a waste ceases to be a waste, recovery, recycling and reuse. The extension of IPPC to cover all waste treatment facilities is also covered by the questionnaire and not supported within the UK response.

REDUCING LONDON'S ECOLOGICAL FOOTPRINT

The Collection, Recycling and Environmental Cleansing Special Interest Group are holding a briefing session on 22 March 2005 on health and safety. The session will cover aspects of drug related litter and how to handle this material safely, what the HSE are looking for from the waste management industry and management systems in place for recycling, disposal and treatment. The event will also include the handling of hazardous wastes at HWRCs safely and learning lessons from a fatality.
