HAZARDOUS WASTE REGULATIONS
You may wish to be aware that the Hazardous Waste (England and Wales) Regulations 2005 and the List of Wastes (England) Regulations 2005 are expected to be laid before Parliament today. The final coming into force date for the Regulations will be 16 July 2005. Similar regulations for Wales will be produced in due course.
RENEWABLES OBLIGATION CONSULTATION
The DTI has published a consultation paper on the renewables obligation. Of particular interest in the consultation is the consideration for bringing energy generated from mixed wastes into the scheme. A background paper on options for; and implications of introducing energy from mixed wastes accompanies the consultation.

MBT REPORT
A year long study into MBT systems throughout the world has been published. The report undertaken by Juniper and entitled MBT; A guide for decision makers ~ processes, policies and markets, examined 28 MBT facilities in 8 countries to assess the capabilities and limitations of the many variants of the concept; to analyse the suitability of such systems and to report on the implications for UK local authorities waste strategies.

GUIDANCE FOR WASTE DESTINED IN LANDFILL
The Environment Agency has published Guidance for waste destined for disposal in landfill; Interpretation of the waste acceptance requirements of the landfill regulations. The guidance covers among other things the timetable for new requirements, prohibited wastes, waste acceptance criteria issues and guidance on site specific risk assessments.

LAUNCH OF THE ENVIRONMENT AGENCY'S FIRST NATIONAL REPORT ON CLIMATE CHANGE
March 17 saw the launch of the Environment Agency’s first national report on climate change. The report shows how the environment and quality of life in England and Wales will be affected by climate change. NORTHERN IRELAND LATS: GUIDANCE FOR LANDFILL OPERATORS
The Landfill Allowance Scheme (Northern Ireland) Regulations 2004 come into operation on 1st April 2005. The Environment and Heritage Service has issued the following guidance detailing landfill operators’ obligations for each scheme year.

DEFRA BEGINS PUBLIC CONSULTATION EXERCISE ON THE EXOTIC ANIMAL DISEASE GENERIC CONTINGENCY PLAN
Defra has launched its public consultation exercise on the annual review of its contingency plan for tackling an outbreak of exotic animal disease. The core annexes relate to Foot and Mouth Disease, Avian Influenza, Newcastle Disease and Classical Swine Fever.
