THE HAZARDOUS WASTE (ENGLAND & WALES) REGULATIONS 2005
The Hazardous Waste Regulations (England and Wales) are now available. These new Regulations replace the Special Waste Regulations 1996 (as amended) and implement a European wide definition and list of hazardous wastes. Requirements include: producers or consignors of hazardous waste to register their premises with the Environment Agency; separation of hazardous waste where appropriate; for site operators to keep thorough records of hazardous waste and provide the EA with quarterly disposal and recovery information. The need to pre-notify the Agency before hazardous waste is moved off site has been removed.

GUIDANCE TO LOCAL AUTHORITIES ON HOSEHOLD WASTE RECYCLING ACT 2003
DEFRA has produced guidance for local authorities on the Household Waste Recycling Act 2003. The Guidance is aimed to help WCAs comply with the Act. The Guidance also highlights good practice and other sources of information and support that WCAs may find helpful when formulating their sustainable waste management strategies. £93 MILLION TO AID RECYCLING IN WALES
The Welsh Assembly Government has awarded local authorities funding to develop local composting and recycling schemes. CONSULTATION ON SECTION 57 EPA 1990
This consultation paper seeks views on the Government’s and the Welsh Assembly Government’s proposals for an amendment to section 57 of the Environmental Protection Act 1990 (the Act) on powers of direction in relation to waste permits in England and Wales. CoRWM CONSULTATION: “HOW SHOULD THE UK MANAGE RADIOACTIVE WASTES?”
The UK's Committee on Radioactive Waste Management (CoRWM) seeks views on
its current consultation: "How should the UK manage radioactive waste?".
CoRWM was appointed in 2003 by the UK Government and the devolved
administrations for Scotland, Wales and Northern Ireland. Its objective is
to recommend a strategy for the long-term management of UK higher activity
solid radioactive waste. The consultation deadline is 27th June 2005.

ELECTION NEWS
CONSERVATIVE MANIFESTO
The Conservative Party has issued their manifesto and their environmental policy statement. Under recycling and waste management they point to recycling levels achieved abroad and promise to bring councils “up to the level of the best” . Energy from waste will be addressed, with councils given the power to “ban mass burn incineration”. More strategically, the Conservatives pledge to undertake a comprehensive waste policy review.

LABOUR MANIFESTO
The Labour Party make reference to the positive impact the 2005 Clean Neighbourhoods and Environment Act will have on local environmental quality. A new idea is put forward of polluters being given the chance to invest in environmental remediation or new environmental projects rather than just pay fines.

USING MBT/MHT OUTPUTS AS A FUEL: ISSUES AND OPPORTUNITIES

WASTE DEFINITIONS: UNLOCKING THE DOOR

The definition of waste might not be about to change over night, but this CIWM national seminar will bring you right up-to-date with what revisions are being proposed to the WFD, which will no doubt dramatically effect the future shape of the waste industry. The event also provides a platform for the launch of the EU’s waste related Thematic Strategies.
DEFRA will be finalising changes to their definition of waste guidance on Circa 11/94. This work will bring the Circa 11/94 up-to-date with recent ECJ decisions. The Environment Agency is working on further guidance on when a material is and is not a waste using sector specific examples. Key stakeholders will also be examining what these changes will mean in practice.
This event will be of direct relevance to anybody with a stake in the future of wastes management. It will be an opportunity to be informed and to have your opinions heard at the highest level.

WARMNET CONFERENCE
