MINISTERIAL TEAM AT DEFRA ANNOUNCED
Following the re-election of Labour, Margaret Beckett has been confirmed as the Secretary of State for the Environment Food and Rural Affairs. Elliott Morley, previously responsible for waste will now focus on climate change and environment while Ben Bradshaw will hold responsibility for waste and local environmental quality issues as parliamentary secretary for local environment, marine and animal welfare. WIP ~ TWO YEARS ON
Defra has released a report on the Waste Implementation Programme’s progress over its first 2 years. Highlights of the last 12 months work include: around 100 million pounds funding allocated to local authorities for investment in recycling infrastructure; a waste minimisation scheme for the retail sector; and the national recycle more campaign.

DEFRA ISSUES GUIDANCE ON MANURE HEAPS
Following recent changes to the waste management exemptions made by the Waste Management Licensing (England and Wales) (Amendment and related provisions) Regulations 2005 see www.legislation.hmso.gov.uk/si/si2005/20050883.htm Defra has issued guidance clarifying that provided a heap is purely manure then there will be no requirement for either an exemption or a waste management licence

WASTE DEFINITIONS: UNLOCKING THE DOOR

The definition of waste might not be about to change over night, but this CIWM national seminar will bring you right up-to-date with what revisions are being proposed to the WFD, which will no doubt dramatically effect the future shape of the waste industry.
Defra will be finalising changes to their definition of waste guidance on Circular 11/94. This work will bring Circular 11/94 up-to-date with recent ECJ decisions. The Environment Agency is working on further guidance on when a material is and is not a waste using sector specific examples. Key stakeholders will also be examining what these changes will mean in practice.
This event will be of direct relevance to anybody with a stake in the future of wastes management. It will be an opportunity to be informed and to have your opinions heard at the highest level.

WARMNET CONFERENCE
WARMNET, the Universities network for those establishments teaching wastes management, have announced their Call for Papers for their 2nd Annual Conference to be held at the University of Nottingham on the 13 & 14 July. Primarily for postgraduate research students, the conference will showcase new research into waste minimisation, recovery, re-use and recycling of residual materials, and novel approaches to wastes and resource management.
