LGA MATERIAL RESOURCE USE PAPER
The Local Government Association has issued a consultation paper looking at how Local Authorities can lead the way to a better use of material resources. The consultation seeks to showcase current good practice through 10 case studies showing how some Authorities are impacting upon material resource use. The paper seeks further examples of Authorities where innovative schemes are taking place to build a bank of good practice.

WEEE FEES AND PRIA
The UK Government. Scottish Executive, Welsh Assembly Government and Northern Ireland Administration has issued a consultation paper proposing fees which the UK regulatory bodies will need to charge in order to recover the costs associated with their roles within the WEEE regulations. A partial regulatory impact assessment accompanies (PRIA) the consultation.

HAZARDOUS WASTE REGISTRATION AVAILABLE ON LINE
The Environment Agency is now able to take registration of hazardous waste producers through their website. Certain types of premises are exempt from the requirement to register, if less than 200kg of hazardous waste is produced at specified premises in any twelve month period; however, those producing greater than this will have to notify the Environment Agency that they are a hazardous waste producer. The European Commission has issued a set of frequently asked questions covering the WEEE and ROHS Directives. The FAQ’s cover what falls under the scope of both of these Directives and definitions used within them.

ASSURRE PACKAGING WASTE REPORT
The Association for the Sustainable use and recovery of resources in Europe (ASSURRE) has released a report into recovery and recycling rates for 12 EU member states, The results, taken from 2002 data, show the 12 members states are on average achieving the 2008 target of 55 per cent, with the UK and Spain on 44 per cent.

AUDIT OFFICE REPORT INTO DEFRA’S IMPLEMENTATION OF EU LAW
The National Audit Office has issued a report into Defra’s response to implementing EU law. Around 30 per cent of EU law relates to Defra and from 2002-2003 61 infringement proceedings were brought against Defra related EU law. The report used case studies of implementing EU Directives/Regulations including the Landfill Directive, Animal By-Products Regulations and Ozone Depleting Substances Regulations to provide recommendations for future implementation requirements.

ENVIRONMENTAL JUSTICE IN SCOTLAND
2 reports have been published examining the links between social deprivation and environmental quality in Scotland. Key points from the reports suggest SEPA should consider developing methodology to identify communities particularly affected by pollution; that links do exist between social deprivation and poor environmental quality; and to ensure that these communities have access to information and the decision making process.

DEFRA WIP EDUCATION & TRAINING PROGRAMME: ON-LINE SURVEY CONTINUES
As notified last week, Defra is undertaking an on-line survey to support work on the development of materials for a new Masters module and two VRQs (in advanced waste management technologies and principles of sustainable waste management), as part of the New Technologies strand of the Waste Implementation Programme. This survey is continuing until 27th June. Respondents are asked for feedback on the proposed course subjects and their current levels of knowledge. One respondent drawn at random will win a magnum of champagne.

WASTE DEFINITIONS: UNLOCKING THE DOOR

The definition of waste might not be about to change over night, but this CIWM national seminar will bring you right up-to-date with what revisions are being proposed to the WFD, which will no doubt dramatically effect the future shape of the waste industry.
Defra will be finalising changes to their definition of waste guidance on Circular 11/94. This work will bring Circular 11/94 up-to-date with recent ECJ decisions. The Environment Agency is working on further guidance on when a material is and is not a waste using sector specific examples. Key stakeholders will also be examining what these changes will mean in practice.
This event will be of direct relevance to anybody with a stake in the future of wastes management. It will be an opportunity to be informed and to have your opinions heard at the highest level.

WARMNET CONFERENCE
WARMNET, the Universities network for those establishments teaching wastes management, have announced their Call for Papers for their 2nd Annual Conference to be held at the University of Nottingham on the 13 & 14 July. Primarily for postgraduate research students, the conference will showcase new research into waste minimisation, recovery, re-use and recycling of residual materials, and novel approaches to wastes and resource management.
