OUTCOME OF LANDFILL REGULATIONS CONSULTATION
DEFRA has announced details for the final stages of implementing the Landfill Directive to coincide with the outcome of the consultation on regulations governing the operation of landfill sites in the UK and Wales. Defra have now confirmed: the Waste Acceptance Criteria (WAC) for "monolithic waste" will come into force on 16 July 2005; a limit on the level of polycyclic aromatic hydrocarbons in inert waste to be landfilled; the responsibilities of waste producers in characterising waste destined for landfill; amendment of the existing landfill regulations so that they no longer apply to disposal of non-hazardous wet dredgings in certain circumstances ; whole and shredded tyres must not be landfilled from July 16 2006; liquid waste can no longer be accepted at non-hazardous waste landfills from 30 October 2007; and all non-hazardous wastes will have to be pre-treated prior to landfill from 30 October 2007. LANDFILL SECTOR GUIDANCE NOTE CONSULTATION
The Environment Agency has published a consultation on draft guidance for landfill activities subject to the Pollution Prevention and Control (PPC) Regulations. The consultation period is 12 weeks. The draft guidance sets out relevant standards and measures required by the Landfill Regulations and those that are considered to be Best Available Techniques (BAT) for the landfill sector. It is not intended to replace the existing landfill technical guidance and makes reference, where relevant, to other Environment Agency guidance.

REFORM TO SCOTTISH PLANNING SYSTEM
Scotland has recognised the need to modify its planning system. A White Paper has been released outlining a package of measures intended to achieve a more efficient and equitable planning system. Amongst the proposals is the need to promote sustainable development through: wider use of Strategic Environmental Assessments; recognising the need for development plans to respond to requirements to meet wider environmental obligations at European and international level; and incorporating changes to the Environmental Impact Assessment legislation that will make it easier for local people to participate in the decision-making process. COMPOSTING REGULATIONS NOT TO BE AMENDED
Changes to the composting exemption in the Waste Management Licensing Regulations 2005 will not come into force today as previously planned. Amendments had been made to allow composting groups to apply for an exemption to the waste management licence, allowing them to transport waste material to one site to be composted, and then to another for use - the so-called 'import/export' criteria. SMES DEMONSTRATE LACK OF AWARENESS
The Environment Agency has revealed figures indicating that less than a third of SMEs are aware of the new rules governing hazardous waste. The findings were taken from a survey of over a thousand SMEs in England and Wales:

COMMENCEMENT ORDER FOR CLEAN NEIGBOURHOODS AND ENVIRONMENT ACT
Section 32 of the Clean Neighbourhoods and Environment Act 2005 comes into force today. This section falls under part 4 of the Act (graffiti and defacement) and relates to the sale of graffiti to children. BIG RECYCLE LAUNCHED
Scotland launched its national recycling week and reported increasing recycling rates for the last few years; rising from around 6% at the start of 2003 to 16% at the end of last year. As public participation increases, these figures are expected to grow further with the ultimate aim of helping Scotland meet the 25% recycling and composting target for 2006.

WRAP CAPITAL COMPETITION TO STIMULATE HIGHER VALUE RECYCLED AND SECONDARY AGGREGATES
WRAP has announced a new Capital Grant Competition to stimulate the production and use of recycled and secondary aggregates through fixed and mobile plant in England and Scotland.

EFFICIENCY SAVINGS MEASUREMENT TOOL
Local authorities can now make use of a simple spreadsheet developed by the Procurement and Contracts Division at Defra and their consultants Mott MacDonald to assess their annual efficiency savings in wastes management as required by central government. The spreadsheet – known as the DESE-Toolkit – allows authorities to identify underlying efficiency trends in the face of increasing total costs and can be found at:

CIWM RESPONSE TO WEEE CONSULTATION

BILINGUAL WASTE AWARENESS WALES EVENTS RECYCLING GUIDE
This new Guide aims to help events organisers establish recycling as a pre-requisite to waste management at their event; no matter what type of event it may be.
The Guide suggests simple and cost effective ways that events organisers can implement recycling. It presents a framework for planning and implementing effective waste management and recycling programs at events and features case studies of events that have successfully embraced recycling.
