HAZARDOUS WASTE (ENGLAND AND WALES) REGULATIONS 2005

INTERIM POSITION FOR COMPLETING CONSIGNMENT NOTES
The Environment Agency has issued a position statement following difficulties with their IT systems in providing premises codes for bulk registrations. The code EXEXXX should be used until a time where all premises have received their unique premises code. The Hazardous waste (England and Wales) Regulations 2005 come into force on the 16th July 2005 in England and Wales.

THE LIST OF WASTE (WALES) REGULATIONS 2005
The List of Wastes (Wales) Regulations 2005 has been passed through the National Assembly for Wales and will come into force on the 16th July 2005. The list, which comprises the European Waste Catalogue provides the 6 figure codes to describe waste and also indicates which wastes are deemed hazardous.

ENVIRONMENT AGENCY GUIDANCE ~ HAZARDOUS WASTE AND WAC
The Environment Agency has issued a series of guidance documents covering gypsum wastes and high sulphate bearing wastes, the status of packaging wastes and
contaminated PPE, classification and coding of mixed wastes at authorised waste
treatment facilities, a brief guide to landfill Waste Acceptance Criteria, use of higher landfill Waste Acceptance Criteria limit values for hazardous waste and guidance on hazardous WEEE. The guidance documents should be available shortly

WASTE DATA DIGEST ~ SCOTLAND
SEPA has published its fifth annual waste data digest, containing data from the annual local authority waste arisings survey, data from returns from licensed waste management sites and special waste consignment notes. The digest reports 3.32 million tonnes of controlled waste collected by/on behalf of local authorities with nearly 12% of this controlled waste being recycled or composted.

EU COMMISSION ACTION ON WEEE
The European Commission are taking legal action against 8 states including the UK for failure to transpose the WEEE and RoHS Directives. The Commission has also issued a question and answer memo on EU policy with regard to electrical and electronic wastes. See

WEEE MEETING
The meeting planned for the 21st July to discuss a response to the consultation on WEEE has now been cancelled. Comments on the consultation are still welcome and should be sent to tom.ellis@ciwm.co.uk
NORTH EAST OPEN MEETING & LONDONDERRY GARAGE VEHICLE EXHIBITION
The next meeting of the North East Centre will be held on Thursday 21th July at Londonderry Garage, North Yorkshire. The meeting will include presentations on “Street scene and weed control on public footpaths and highways”, “Fly tipping enforcement in the North East” and “Optimising kerbside collections”. WASTE MANAGEMENT MISSION TO GERMANY
UK Trade & Investment is organising a trade mission to Germany in September and is looking to attract decision makers from the UK waste management industry.
