PLANNING POLICY STATEMENT 10

The ODPM and Defra have issued Planning Policy Statement 10: Planning for Sustainable waste management (PPS 10). Sustainability appraisal (incorporating Strategic Environmental Assessment) should be used to consider waste management alongside transport, housing and other spatial planning concerns. Changes as a consequence of the release of PPS 10 have also been made to decision making principles in Waste Strategy 2000 and guidance on municipal waste management strategies.

HAZARDOUS WASTE (WALES) REGULATIONS

The Welsh Assembly has issued the Hazardous Waste (Wales) Regulations 2005. The regulations bring in the definition hazardous waste and the requirements for premises to notify the Environment Agency if they produce over 200kg of hazardous waste (specified businesses can be exempt from this notification requirement if produce under 200kg). The regulations ended the requirement to pre-notify before movement of hazardous waste and are now in force.

WRAP ACHIEVEMENTS REPORT

WRAP has released their progress report for 2004/05. The report highlights an additional 1.8 million tonnes of recycling capacity delivered through WRAP funding. 50 percent of those surveyed were now committed recyclers with 75 percent of local authorities using the recycle now iconography and supporting material.

SCOTTISH POLLUTION EMISSIONS

SEPA has published results of their Operator Performance Assessments and Pollution Hazards Appraisals (OPRA). The results will help SEPA to allocate their regulatory resources to those sites with the highest OPRA scores and risk to the environment.

PACKAGING WASTE AMENDMENT NORTHERN IRELAND

The Packaging waste regulations for Northern Ireland have been amended to allow reprocessors and exporters to apply for accreditation at any time throughout the year. This amendment had previously been made elsewhere in the UK.

FUNDING FOR WASTE REDUCTION AND MINIMISATION IN THE PUBLIC SECTOR

The Welsh Assembly has announced a fund of £122,000 to help public sector bodies in Wales reduce and recycle waste. Individual public sector organisations can bid for up to £5,000.

SOCIETY FOR THE ENVIRONMENT

Those that are currently either a Fellow of Member of the CIWM now have only until the 22nd September to apply for Registration as a Chartered Environmentalist with the Society of the Environment via the fast track "grandparenting" route. After that date you will be required to make a full application and go through an in-depth Professional Interview. Application forms were originally sent to all Members and Fellows in August 2004, but if you have mislaid the originals, or have become a Fellow or full Members since then, they are available on the CIWM website, in the Member's Area (look under SocEnv) where you can download the application forms and some guidance on how to complete your application. If you intend to submit an application, please do not delay, but submit it as soon as possible

UK Trade & Investment is organising a trade mission to Germany in September and is looking to attract decision makers from the UK waste management industry. The mission will include a comprehensive programme of visits and presentations on separation, composting, materials recovery and disposal.
