The Health and Safety Executive has issued guidance on health and safety considerations for Civic Amenity Sites. The guidance highlights movement of vehicles as the most hazardous activity on a CA site and offers suggestions for reducing this, and other potential risks.

SCOTISH RECYCLING RATE INCREASE
SEPA has reported a 5% increase in recycling rates within Scotland. MEETING 2008 PACKAGING TARGETS
Valpak has published findings from a project entitled; PackFlow 2008, aimed at providing a strategic overview of the steps a company would need to take to ensure compliance with the Packaging Waste Directive targets for 2008. The report suggests that packaging recovery from household waste sources will need to increase by 13% each year up to 2008 to meet the Directives targets.

FUNDED DRIVER DEVELOPMENT TRAINING FOR THE AGGREGATES SECTOR
The Department for Transport and DEFRA are providing funded driver development training for companies within the aggregates and aggregate recycling sectors. This training is being funded as part of the Aggregate Levy Sustainability Fund (ALSF) and will help LGV drivers to further develop their SAFED (Safe and Fuel Efficient Driving) techniques. The training programme is provided on a funded basis to driver training instructors and drivers in England up until 31st March 2007 and will provide training for 200 specialist SAFED driver training instructors, develop the driving skills of 5000 experienced drivers to the SAFED skills and develop 500 newly licensed drivers to the SAFED skills. The SAFED programme has already demonstrated average fuel savings of 10.01%, average gear change reductions of 36.90%, reduced CO2 emissions and increased defensive driving skills. NATIONAL AUDIT OFFICE SEEK LOCAL AUTHORITY INSIGHT AND OPINIONS
The National Audit Office, an independent body who scrutinise public spending on behalf of Parliament and are undertaking a report to Parliament on England’s ability to reach the European Union’s Landfill Directive targets for the diversion of biodegradable municipal waste from landfill, containing recommendations for the Government. In order to achieve this they are seeking to gather opinions and insights of those involved in local authority waste management through several focus groups to be held before the end of September. The NAO would like to involve local authority waste disposal and collection officers and members.

RADIOACTIVITY TO BE BROUGHT INTO CONTAMINATED LAND REGIME
Defra has issued a consultation paper on the introducing radioactivity into the contaminated land regime and will require systems to be developed for the identification of contaminated land, where land is causing exposure of radiation to human receptors. This only applies where radioactivity has arisen from substances that have been processed as part of a past practice or work activity.

MARKET POTENTIAL FOR LOW GRADE COMPOST

This half day workshop run by CIWM’s Biological Treatment Special Interest Group is run in conjunction with r3 environmental technology ltd and University of Reading. The aim of the workshop is to determine if there is a market for low grade compost that will arise from processes like MBT, and provides initial findings from a wider research project supported with a grant from GrantScape as well as further support from Essex County Council, The Forestry Commission and the F.A Bartlett Tree Expert Company.
R3 and University of Reading are looking at potential benefits for using low grade compost and any associated hazards, alongside markets for utilising such materials. Stuart Reynolds from Norfolk Environmental Services will look at the current position for standards, Best Value, LATS and biodegradable waste, in light of Environment Agency guidance and the EU Thematic Strategy.

Perhaps the most significant challenge facing the UK waste management industry is how to divert increasing amounts of waste away from landfill. The Government, in response, has focused its attentions on “new technologies”. Using the word “new” implies these technologies are new to the world of waste management and there is a need to create new expertise and equipment. This may well be true, but already in the UK and abroad existing technology is available to take up the challenge.
This CIWM Seminar aims to uncover what technology is already at the UK’s disposal. Experts in their field will provide an overview of the range of technologies available; before existing case studies, from the UK and abroad, elaborate on the deliverability of these facilities and what they can offer in practice.

The session will cover a summary of the HSE’s work programme for the waste management industry and management systems in place in anticipation of a HSE inspection. Street Scene is an important aspect of the new Cleaner Safer Greener agenda and so health and safety for drug related litter will be a key issue. Collection and recycling health and safety and what lessons can be learnt from a fatality, to prevent further incidents will also be discussed.

WASTE SYMPOSIUM 2006 CALL FOR PAPERS
The Chartered Institution of Wastes Management together with the University of Sheffield is inviting contributions to the 5th Annual Symposium on Waste Treatment Technologies which will run alongside CIWM 2006.

SOCIETY FOR THE ENVIRONMENT
The number of Chartered Environmentalists registered with the Society for the Environment passed the figure of 2000 during July, and figures for potential registrants are rising as the deadline approaches for the end of the grand-parenting period for full professional members of the founder constituent bodies. The Society is rapidly becoming a voice to be heard, and it has certainly not been a case of seeking out things to do, but rather managing expectations for what the Society can do with the limited resources at its disposal. SocEnv has announced the appointment of its new Chief Executive, David Hickie who will start work on 1 September. He comes to the Society with a rich and varied background including time spent in Severn Trent Water, the Environment Agency, and English Heritage. He takes over from Tim Bines who was the Society's Acting/Part-time Chief Executive for the last year and who has now returned to concentrate on his own consultancy work.
