PLASTIC BAG LEVY ~ EXTENDED IMPACT ASSESSMENT

The Scottish Executive has issued an extended impact assessment on proposals to introduce a levy on plastic bags. The study predicts this will stimulate a move away from plastic bags, which would have some environmental benefits depending on what material is used as a substitute. A switch to paper bags could see an increase in household waste arisings in Scotland of 0.26% and the assessment also includes extending the levy to paper bags to overcome this.
For the summary of the assessment see www.scotland.gov.uk/Resource/Doc/57346/0016898.pdf or for the full 2 volumes of the report see www.scotland.gov.uk/Publications/Recent

JOINT WASTE DISPOSAL AUTHORITIES FUNDING MECHANISMS

Defra has issued a consultation on proposals to alter the funding levy for joint waste disposal authorities (JWDA’s). There are 6 JWDA’s in England and the consultation paper proposes to change the current system of funding from one which is based on the number of band D dwellings within the collection authorities with the JWDA to one based on tonnage of waste received from each collection authority.
See www.defra.gov.uk/corporate/consult/jwda/index.htm

CONSULTATION OUTCOME ~ MONITORING BIODEGRADABILITY AND MBT

The Environment Agency has issued a consultation outcome following comments received on its consultation paper on monitoring the diversion of biodegradable municipal waste from landfill. CIWM SEMINAR
PROVEN TECHNOLOGIES FROM EUROPE
Hamilton House, Mabledon Place, London, WC1H 9BD
Monday 31 October 2005

Perhaps the most significant challenge facing the UK waste management industry is how to divert increasing amounts of waste away from landfill. The Government, in response, has focused its attentions on “new technologies”. Using the word “new” implies these technologies are new to the world of waste management and there is a need to create new expertise and equipment. This may well be true, but already in the UK and abroad existing technology is available to take up the challenge.

This CIWM Seminar aims to uncover what technology is already at the UK’s disposal. Experts in their field will provide an overview of the range of technologies available; before existing case studies, from the UK and abroad, elaborate on the deliverability of these facilities and what they can offer in practice.

This latest workshop will seek to address practical applications and identify which options are feasible and which are not. The workshop will be of interest to those who attended the earlier meetings and authorities developing Municipal Waste Strategies.
