HAZARDOUS WASTE: CONSULTATION ON CHANGES TO THE WASTE MANAGEMENT LICENSING EXEMPTIONS
Defra has issued a consultation on changes to existing waste management licensing exemptions involving hazardous waste. The proposed revised exemptions cover the management of a range of hazardous wastes from solvents and treated wood to paint and medical waste. They include additional requirements on the storage of hazardous wastes, which include improved storage conditions and monitoring procedures. In other cases exemptions have been streamlined or removed. The changes are proposed for England and Wales. Similar changes to the waste management licensing exemptions relating to hazardous waste in Scotland are being considered, and will be the subject of a separate consultation. GUIDANCE ON THE LANDFILL ALLOWANCES SCHEMES: MUNICIPAL WASTE
Defra has produced guidance intending to clarify the approach of Defra and the Welsh Assembly Government (WAG) to the waste which authorities have to report for the purposes of the Landfill Allowance Trading Scheme in England and the Landfill Allowance Scheme in Wales.

2005/6 REVIEW OF THE RENEWABLES OBLIGATION CONSULTATION
The DTI have issued their latest consultation on the review of the renewables obligation, having taken into account responses to the preliminary consultation this year. Although Government states “it is not persuaded that the renewables obligation is necessarily the most cost effective mechanism to support the development of conventional energy from waste generation”, the consultation does propose making the RO neutral to waste and the possibility of extending ROC eligibility beyond the current “advanced conversion technologies” to include mixed waste plants which use good quality Combined Heat and Power. Closing date is 09 December 2005.

INQUIRY INTO MEETING LANDFILL AND RECYCLING TARGETS
The National Assembly for Wales has issued a report on meeting landfill and recycling targets. The report includes a series of recommendations aimed at introducing measures to improve the performance of authorities that are struggling to meet targets. Issues regarding planning and public education are also examined.

CIWM MIDLANDS CENTRE OPEN MEETING AND SITE VISIT
