FRAMEWORK FOR WASTE PREVENTION IN NORTHERN IRELAND
The Environment and Heritage Service for Northern Ireland has produced a framework for waste prevention. All waste streams in Northern Ireland are growing, with MSW increasing by 2.5 percent between 2004-2005 leaving a potential 1.2 million tonnes gap between waste arisings and quantities allowed to be sent to landfill by 2020. The overall objective of the framework is to stabilise waste generation.

WASTE PREVENTION ACTION PLAN FOR SCOTLAND
The Scottish Executive have also issued a consultation paper looking at a national waste prevention plan. At current rates of waste growth in Scotland, waste will double by 2020. The consultation highlights the need to bring manufacturers and retailers on board with issues such as product design, labelling, marketing and making people aware of waste when they shop.

NATURE AND EXTENT OF UNAUTHORISED WASTE ACTIVITY IN IRELAND
The Republic of Ireland Environmental Protection Agency has issued a report on unauthorised waste activity. The dramatic increase in the price of landfill is thought to have contributed to unauthorised practices including fly-tipping, burning of waste, organised illegal dumping of waste and an increase in illegal movements of waste to Northern Ireland. The report also highlights how such problems are being tackled.

PARTIAL REGULATORY IMPACT ASSESSMENT ~ WASTE DATA STRATEGY
Defra has issued a consultation on a partial regulatory impact assessment on the proposals for the delivery of the new national waste data strategy. The majority of the costs appear to fall on Defra in developing new systems for data collection; however, costs of 500,000 ~ 1 million pounds may fall on companies who have to upgrade systems for their data capture.

STRATEGIC ENVIRONMENTAL ASSESSMENTS FOR SCOTLAND
The Scottish Executive has issued a series of templates to help public bodies in carrying out strategic environmental assessments of their plans and programmes. The trail templates are generic frameworks to assist in the key stages of SEA.

DEFRA NEW TECHNOLOGIES: THE SUPPORTER TRAINING PROGRAMME
The Supporter Programme has recently developed an exciting new training course for all local authority personnel who play a part in the waste decision making process. The free 3 day training course will contribute to the development of knowledge and skills to enable authority officers to evaluate technologies and provide objective advice as part of a decision making process, for the treatment of Biodegradable Municipal Waste. These training courses are to be held regionally and are due to start in November 2005.
