RECYCLING TARGET CONSULTATION
Defra has issued a consultation paper proposing recycling and composting targets for 2007/08 for English local authorities. 4 options are considered in the consultation, with the currently favoured option being to freeze targets for all Authorities, except for those with 18 percent targets who will be expected to achieve 20 percent. Longer term targets are expected to be considered within the review of the Waste Strategy.

FLYTIPPING STRATEGY FOR WALES
The Welsh Assembly has issued a consultation paper on the development of a fly-tipping strategy for Wales. The strategy aims to provide a reference point for enforcement agencies, summarising their powers and duties and setting out specific recommendations for an effective working framework.

ENVIRONMENT AGENCY BONFIRE ENFORCEMENT POSITION
The Environment Agency has issued an enforcement position on waste regulation and bonfire night. Burning waste without a relevant permit or exemption is illegal: however, they will not prosecute unless the burning appears to represent a waste disposal activity (i.e. where inappropriate wastes being burnt unsuitably sized or where materials provided by a waste company) rather than a recreational activity.
