WEEE DELAY

The DTI has announced that it is to ‘review the progress’ made in implementing the Waste Electrical and Electronic Equipment Directive. The Directive was required to be transposed in member states’ law by mid 2004 and a 4th consultation on the Directive is now expected in spring 2006, with the implementation set to be further delayed. The DTI have stated that any costs of new burdens placed upon Local Authorities due to the delay will be met by central government. See www.dti.gov.uk/sustainability/weee/index.htm

RECYCLING INCREASES IN WALES

Figures released by the Welsh Assembly Government have shown recycling rates in Wales have achieved 19.4%. The Welsh Assembly has set targets for Local Authorities to achieve a national recycling rate of 40% by 2010.

EUROPEAN PARLIAMENT 2ND READING OF BATTERIES DIRECTIVE

The European Parliament had their second reading of the proposals for producer responsibility legislation for batteries. Proposals to increase the targets for collection of portable batteries were thrown out with the original targets for collection of 25% of batteries after 6 years of the Directive’s implementation and 45% after 10 years retained. The Directive will also ban batteries which exceed specified amounts of mercury and cadmium. See

EFFECTS OF LANDFILL LEACHATE ON BIOMASS RESEARH

ADAS have undertaken a series of studies on the use of biomass crops on landfill sites for leachate treatment. Results show crop growth similar to that in agricultural soils with the plants using nutrients from the leachate, but not affected by potentially harmful elements of the leachate.

The CIWM website has a new section called recent reports; this is where technical reports relating to the waste industry will be uploaded for access. Recent reports include those commissioned by the CIWM on waste strategy throughout Europe, reviews of workshops hosted by CIWM and Defra and an occupational functional map of the UK waste management industry.
