EFW IN THE NEWS
The leaked Waste Strategy 2006 document was a leading item on the national news this week. According to the leaked report, the proportion of waste being incinerated will rise from 9% to 25% in the next 15 years. CIWM Chief Executive Steve Lee appeared on both radio and TV, stressing the importance of energy from waste as part of a sustainable waste policy, when dealing with residual waste. He also spoke more generally about the challenge involved in increasing public understanding of and commitment to responsible behaviour in relation to waste.

GOVERNMENT RESPONSE ON CHANGES TO FUNDING FOR JOINT WASTE DISPOSAL AUTHORITIES
Government has committed to changing the funding mechanism for joint WDAs, by releasing secondary legislation that will introduce a tonnage based levy. Government also plans to remove the duty for all joint WDAs to pay recycling credits to their waste collection authorities by April this year.

PLASTIC PACKAGING PROTOCOL LAUNCHED
WRAP has launched a protocol for plastics packaging to help improve the transparency and accurate auditing of this waste stream. Clear guidance is provided on the accurate identification of plastics packaging waste destined to be recycled, so recyclers can demonstrate they are meeting the accreditation requirements.

EUROPEAN BIOMASS REPORT
The European Environment Agency has produced a briefing outlining the merits of increasing biomass use. Preliminary results indicate that the potential of environmentally compatible primary biomass for producing energy could increase from around 180 million tonnes of oil equivalent (Mtoe) in 2010 to about 300 Mtoe in 2030.

SOIL AND WATER INFORMATION SITE
EUGRIS at http://www.eugris.info and http://www.soilandwater.info is now a major platform for contaminated soil and water information with a content including over 80 general technical and six country specific zones, as well as 2360 resources (such as document and web links), 44 funding programme links,166 projects links 202 organisation summaries and links and a glossary of 458 terms. EUGRIS has an open news system and calendar of conferences and training courses. It has around 1,300 registered users from all over the world (data 17th January 2006), and many more casual visitors interested in viewing its content without logging in.
