The CIWM position statement on energy recovery from waste will be posted on the CIWM website from Monday 13th February. The CIWM see’s this position statement as informing the inevitable debate on this matter following the impending release of the waste strategy review for England. SOURCE SEGREGATION REQUIREMENTS FOR LAND SPREADING/TREATMENT EXEMPTIONS
Following revisions to exemptions from waste management licensing last year, Defra are now consulting on two specific elements of these exemptions (England and Wales). The consultation examines the requirements within exemption 7a and 9a of schedule 3 of the Waste Management Licensing Regulations (as amended) for source segregation of waste spread or used for treatment on land. The output from MBT is specifically highlighted by the consultation.

ENGAGING THE HOUSEHOLDER TO ACHIEVE ENVIRONMENTAL GOALS
The Policy Studies Institute has produced a research paper looking at ways to influence and engage householders in taking action on environmental issues, including on waste. The measures proposed generally look at taxing inefficient products although the research argues that local authorities should be allowed to experiment with introducing variable charging for waste collection.

FURTHER RECYCLING SUCCESS IN SCOTLAND AND WASTE PREVENTION FOCUS
The latest quarterly recycling and composting figures for the period of July-September 2005 show recycling levels at 25.1 percent. That equates to a recycling rate of 21 percent over the previous 12 months. The Scottish Executive has also released a consultation paper on a waste prevention plan for Scotland asking where attention should be focussed in order to produce greatest results.

ENVIRONMENT AGENCY POLICY ON FINANCIAL PROVISIONS (LANDFILL)
The Environment Agency has updates their policy on financial provisions for landfill sites. The policy allows operators to have access to the financial provisions in order to discharge their obligations rather than the provisions being available to the Environment Agency.

LANDFILL PPC APPLICATIONS IN NORTHERN IRELAND
The Environment and Heritage Service for Northern Ireland has issued a list of PPC application tranches for landfill sites. Sites have been allocated to tranches dependant upon the risk posed by the site, with those in the higher risk tranches falling into the PPC regime earliest.

NORTHERN IRELAND HAZARDOUS WASTE IMPLEMENTATION PLAN
The Environment and Heritage Service has also released its final implementation plan for hazardous waste, detailing how it will respond to the recommendations of the Northern Ireland Hazardous Waste Forum’s action plan for hazardous waste.

EPA ANNUAL HIGHLIGHTS
The Environmental Protection Agency for the Republic of Ireland has published their annual highlights report for 2005. The reports highlights work being done to stamp out large scale illegal waste activities, while 21 percent of householders did not have access to or were using local authority waste collection services leading to increases in back yard burning of waste, illegal collection services and fly-tipping.

STRATEGY FOR SUSTAINABLE CONSTRUCTION
DTI has released a new consultation titled ‘Draft Strategy for Sustainable Construction. The Consultation is aimed at building design, new construction methods, improved energy systems and waste minimisation. It argues for minimising waste through design and introducing benchmarking and sharing good practice.

EAST MIDLANDS REGIONAL WASTE STRATEGY
The East Midlands Regional Assembly has released a waste strategy for the region. The East Midlands produces over 25 million tonnes of waste each year, with growth in waste arisings expected to continue. The strategy aims to halt waste growth in the region and ensure sufficient non landfill waste management options are in place to deal with this.

VOLUNTARY TREASURERS ROLE – The CIWM North West Centre are looking for a volunteer to take over the Treasurers role for the Centre, from April this year. The work would involve managing the Centre finances, producing regular reports for council meetings and HQ and attending Centre Council meetings – approximately 6 per year.
