WRAP GUIDANCE ON MONITORING AND EVALUATING WASTE DIVERSION SCHEMES
WRAP has issued guidance on how to undertake effective monitoring and evaluation of waste diversion schemes. The guidance provides advice on issues including the carrying out of participation surveys, effective use of weight based data, how to work out capture rates, contamination assessments and assessing waste reduction and awareness campaigns. FIXED WASTE MANAGEMENT LICENCES
The Environment Agency has introduced a new ‘fixed’ waste management licence that uses fixed conditions for some waste transfer stations, household waste amenity sites and composting operations. Sites must initially meet specific criteria to enable them to apply for this type of licence which will then have a 10 percent reduced licence application fee due to there being less work required to assess the application. The Agency hopes to extend the availability of fixed licences to other waste management operations over the next year.

ENVIRONMENTAL ATTITUDES, VALUES AND ACTIONS IN IRELAND
Trinity College Dublin has produced a report funded by the Irish Environmental Protection Agency and Government investigating attitudes and behaviour towards waste management by Irish householders. The survey concluded that those householders that recognise the importance of recycling, are generally happy with the waste management service they receive but do not appreciate the importance of waste minimisation.

DTI TECHNOLOGY PROGRAMME FUNDING
The DTI has announced 80 million pounds in funding through its technology programme, with 6 priority areas highlighted. One priority area is low Carbon technologies and within this category sits bio-energy where proposals for research of viable, cost effective supply chains including energy crops and waste/co-products are sought.

GOVERNMENT RESPONSE TO BIOMASS TASK FORCE
The Government has issued a response to the task force they set up to look into biomass and energy. The task force provided the Government with recommendation which included energy from waste and anaerobic digestion. The Government in response has suggested they will carry out a number of actions including awareness raising on energy from waste and review their approach to anaerobic digestion to name but a few.

OPEN UNIVERSITY HOUSEHOLD WASTE STUDY
The Open University conduct a waste study each year of students (who live off campus in conventional houses and are mainly in full time employment throughout the UK) from their Environmental control and Public health course. Survey results include data on waste generation, waste composition and participation in kerbside recycling schemes.

The call for papers and Registration for Tackling Waste 2006 is now open. The conference of leading UK universities involved in waste management research will take place at the University of Nottingham 6-7 July 2006.
