EU REVIEW OF THE WEEE DIRECTIVE
The European Commission has launched its review of the WEEE Directive. The Review examines future targets and whether certain aspects of the Directive can be changed to further improve implementation. Respondents are invited to submit comments to the Commission by the 11th August. See: http://ec.europa.eu/environment/waste/pdf/info_gath_ex.pdf
ENVIRONMENTAL CRIME PROTOCOL
SEPA has launched a new protocol for the reporting and prosecution of environmental offences. The new Protocol will help to formalise the existing arrangements and individual responsibilities of both the Crown Office and Procurator Fiscal Service (COPFS) and SEPA in dealing with environmental crime. See: www.sepa.org.uk/pdf/policies/envcrimeprotocol.pdf
IMPACT OF CARBON AGENDA ON WASTE MANAGEMENT BUSINESS
Research carried out by Grant Thornton Project Finance suggests that the Government's policy on tonnage based recycling targets at the lowest cost means that no distinction is being made between recycling processes that reduce CO2 emissions and recycling processes that increase CO2 emissions. The report goes on to state that "as the drive towards increased levels of recycling continues there is a very real danger that hard-won gains in the renewable sector may be eroded unless the relative carbon effect of recycling strategies is properly understood and acted on." EU WASTE PROPOSALS CRITICISED
A panel of MEPs, businesses and NGO experts have criticised the Commission's proposals on waste as "foggy", in not providing key definitions, for instance on life-cycle assessment.
