WEEE CONSULTATION
The DTI has issued the final consultation on the implementation of the WEEE Directive. The UK wide consultation to ensure that 4kg per head per year of WEEE is collected suggests introducing producer responsibility through producer registration, establishment of a network of designated collection facilities where national distributors will be responsible for arranging collection and onward costs among a number of other measures.

ENGLISH LOCAL AUTHORITIES TO MISS DIVERSION TARGETS?
A report by the National Audit Office has suggested that there is a significant risk that English Local Authorities will fail to reduce the amount of biodegradable waste sent to landfill in line with Landfill Directive targets. While recycling has increased, waste arisings has overshadowed this and the report stresses the need for development (in shorter time scales) of energy from waste facilities and MBT. The report also suggests Government should focus their attention on 25 waste disposal authorities who are responsible for sending half of all MSW to landfill.

SPOTLIGHT ON BUSINESS
The Environment Agency has issued their annual report showing the performances of regulated business. Disposal costs for waste at all regulated companies is estimated to cost 3 billion pounds, while the total amount of waste generated jumped by a third from the previous years figures (partly explained by an increase in those regulated of 20 percent). Waste recovery stands at an all time high of 59 percent.

PROPOSALS FOR NEW POWERS ON ILLEGAL WASTE ACTIVITIES IN NORTHERN IRELAND
This draft order proposes providing the Department of the Environment new powers covering the scope and penalties for the offence of the illegal disposal of waste, the cleaning-up of illegally disposed waste, the stop, search and seizure of vehicles used in committing offences and the duty of care as respects waste, including a new power to require registered waste carriers to display their authority to transport waste at a prominent position on their vehicles. The draft Order also includes a number of measures relating to district council powers to deal with waste receptacles and illegally deposited waste on land.

SEPA ENFORCEMENT POLICY
SEPA has issued a draft revised enforcement policy for comment. The enforcement policy details how it will use enforcement powers and ensure a consistent approach is adopted to prosecution in order to safeguard the environment and human health.

FOCUS ON ENVIRONMENTAL ENFORCEMENT ~ REPUBLIC OF IRELAND
A report from the Irish EPA has identified problems encountered by their inspectors. Waste and industrial activities are seen as well regulated, however; organised flytipping and back yard burning are now significant issues for enforcement.

WASTE MANAGEMENT PLANS FOR C&D PROJECTS IN IRELAND
The Department of the Environment, Heritage and Local Government for the Republic of Ireland has launched a best practice document to highlight the importance of considering waste management at all stages of a construction or demolition project and provides guidance on how this can be achieved.
