SCOTLAND PLANNING FOR WASTE

The Scottish Executive has issued a consultation on Scottish planning for waste management. The SPP supports a planned approach to the identification of sites for installations using a range of technologies. Focusing on industrial land, the SPP promotes a model policy for planning authorities to adopt in their development plans.

CLEAN NEIGHBOURHOODS AND ENVIRONMENT ACT GUIDANCE ON USED OF FPNs

Defra has issued an update on the CNEA and in particular the power to use the fixed penalty notices that commenced in April this year. The guide is accompanied by an addendum to correct errors in guidance issued in April on the CNEA, litter and refuse code of practice and Parish council guide to environmental enforcement.

PREVENTING HOUSEHOLD WASTE IN SCOTLAND CONSULTATION FEEDBACK

The Scottish Executive has issued a summary and analysis of responses to their consultation paper on preventing household waste. The original consultation sought views on waste prevention including the introduction of economic instruments, incentives for householders, increased scope for producer responsibility, educational programmes and voluntary agreements/partnerships.

PAPER PACKAGING WASTE FACT FINDING MISSION

Following allegations of inappropriate practices regarding paper packaging waste a government investigation has uncovered some exporters incorrect administrative procedures. However, there will be no police investigation and the government does not propose adjusting the tonnages of paper packaging waste reprocessed or exported following this mission.

INCREASED PENALTIES FOR ILLEGAL DEPOSIT IN IRELAND

New legislation has increased the potential penalty for those found to be depositing waste illegally in the Republic of Ireland. A landfill levy of 15 euros per tonne exists for legitimately landfilled waste, those found to be depositing waste illegally will now have an additional 20 euros per tonne levy imposed upon top of any sanctions. More of this money will also be available to Local Authorities for enforcement activities.

TIMES WASTE MANAGEMENT SUPPLEMENT

On 11 September 2006 the special interest publication Waste Management II will be distributed in The Times newspaper in all issues south of Birmingham, reaching 1.5 million readers. 7000 extra copies will be distributed at the RWM exhibition from 12 – 14 September. SMEs WITH BIG IDEAS ON CLIMATE CHANGE

The Shell Springboard fund is now open for a second round, giving a cash boost to small businesses with a product or service that helps to reduce greenhouse gas emissions.  Awards of between £20,000 and £40,000 will be available in early 2007. Businesses may be eligible if they have a product or service that reduces greenhouse gases, is innovative and commercially viable. They must also employ fewer than 250 people. KEY SCOTTISH ENVIRONMENTAL STATISTICS

The Scottish Executive has issued a publication detailing environmental performance in Scotland. Among the statistics are trends for waste sent to landfill, recycling performances and household recycling behaviours over the last 5 years.

EU IMPLEMENTATION OF CONVENTION ON PERSISTENT ORGANIC POLLUTION

The EU has launched a consultation on implementing the Stockholm Convention on Persistent Organic Pollutants (POPs). Alongside the consultation is a study on dioxin exposure (part of the POP group) and health.  http://ec.europa.eu/environment/pops/consult_en.htm

CIWM WELSH CENTRE STUDY TOUR
