THE WASTE MANAGEMENT LICENSING AMENDMENT (SCOTLAND) REGULATIONS 2006
These Regulations make amendments to regulation17A of the Waste Management Licensing Regulations 1994 and Schedules 3 and 3A of the Regulations regarding activities exempt from licensing requirements. These Regulations remove a number of activities from exempt status while adding a number of new exemptions.

ZERO WASTE IN THE UK
The Institute of Public Policy Research and the Green Alliance have published a paper on a zero waste UK. The report suggests a series of policy measure including setting higher recycling targets (for both household and business); increasing the landfill tax; introducing an incineration tax; direct charging; banning the landfill/incineration of recyclable wastes and taxing environmentally damaging and hard to recycle products.

SECRETARY OF STATE POWERS TO DETERNINE HAZARDOUS WASTES
Defra have released guidance explaining the provisions of the Hazardous Waste Regulations (in England and Wales) allowing the Secretary of State to make a determination on specific batches of waste as either hazardous (when they are listed on the European Waste Catalogue as non hazardous) or non hazardous (when they are listed as hazardous on the EWC). ENFORCEMENT OF SCOTTISH ENVIRONMENTAL LAW
The Scottish Executive has issued a consultation on enforcement of environmental law. The consultation looks at how and when financial penalties could be more widely used without reference to court; whether there is a case for a specialist environmental court; how training and guidance for enforcing authorities can be improved; whether public participation could be increased and streamlining duties placed on business without compromising compliance with environmental law. CAPITAL SUPPORT FOR COMPOSTING DEVELOPMENTS
WRAP has launched the latest round of their capital support fund to help business increase production of PAS 100 certified compost material. Up to 30 percent of capital set up costs are available towards development of new composting/AD facilities and for upgrade of existing facilities. ENVIRONMENTAL INDUSTRIES BOOMING
The Environment industry sector has been estimated to have a turnover in the UK of 25 billion pounds with expectations that this will increase to around 34 billion pounds by 2010 and to 46 billion pounds by 2015. The environmental industry currently has around 17,000 companies employing 400,000 people, with this expected to go up by a further 100,000 within 10 years.
