DUTY OF CARE, CARRIERS AND BROKER REVIEW
Defra has issued a consultation paper for England and Wales looking at reviewing the duty of care, registration of waste carriers and waste brokers. The consultation looks at how the current systems can be improved to reduce the opportunities for those involved in waste crimes.

SAFE MANAGEMENT OF HEALTHCARE WASTES
The Department of Health has published guidance on management of healthcare waste. The document replaces the withdrawn health and safety executive guidance on safe disposal of clinical waste (often referred to as the purple book). The guidance focuses mainly on wastes generated within NHS healthcare activities including classifying wastes to ensure compliance with for both waste and transport legislation and segregation systems including a colour coding scheme for containment of different waste types

LICENSING AND EXEMPTIONS FOR WEEE ACTIVITIES
Defra has issued draft regulations on waste management licensing requirements for those treating WEEE and also exemptions from these requirements. Defra has issued alongside this guidance on Best Available Treatment Recovery and Recycling Techniques and Treatment of WEEE. See www.defra.gov.uk/environment/waste/topics/electrical/index.htm

ENVIRONMENTAL LIABILITY DIRECTIVE CONSULTATION
Defra is consulting upon options for implementing the Environmental Liability Directive. The Directive aims to prevent and remedy environmental damage, requiring polluters to bear the costs of remedying damaged environments.

WRAP ACHIEVEMENTS REPORT 2005/06
WRAP has published a report on their achievements over 2005/06 entitled helping you to recycle more and landfill less. The highlights include 4.6 million tonnes of waste diverted from landfill, 5 million more committed recyclers, 335,000 more households composting at home and 60 million pounds more invested into recycling businesses.

INCPEN REPONSE TO ZERO WASTE REPORT
Following the release of the IPPR/Green Alliance report as highlighted on last weeks news online, the Industry Council for Packaging and the Environment has issued a response to some of the Zero wastes report recommendations. INCPEN highlight the important role packaging has to play and calls for a packaging watchdog to help root out those companies who do over package their products. CIWM TRAINING IN SCOTLAND
