MEMBERSHIP SUBSCRIPTIONS 2007
Members are reminded that subscriptions for 2007 became due on 1st January. If you have not paid your fees please could you do so ASAP so that we do not have to send you reminder letters. The easiest way to pay is by direct debit and you can download a form from the members area of the website www.ciwm.co.uk/pm/72. Paying by this method greatly reduces the Institution’s costs and means you won’t forget to pay in future years. You can also pay your fees by credit card in the member’s area.
If we do not receive payment by the end of February you will stop receiving this newsletter and other CIWM services.
ENVIRONMENTAL PERMITTING GUIDANCE
Defra has issued a third consultation document providing guidance on a new environmental permitting system for England and Wales. The new system will streamline and combine waste management licensing and Pollution Prevention Control Permits into a common permitting approach. Permits will be able to cover multiple operations being carried out on an operator’s site, with existing permits and licenses automatically transferring to Environmental Permits.

WRAP MRF REPORT
WRAP have issued a report providing a summary of 3 reports into specifications, operation and costing for Materials Recovery Facilities. The summary report draws on good practice in MRF design and management from the USA and Europe.

JOINT AUTHORITY WORKING ON WASTE
The Government is to introduce powers to allow any group of 2 or more Local Authorities to apply to transfer their waste disposal, collection and/or street cleansing functions to a statutory joint waste authority. The powers are to be included in the Local Government and Public Involvement in Health Bill.

GUIDANCE ON WID IN NORTHERN IRELAND
The Department of Environment for Northern Ireland has issued a consultation on a draft second edition of their guidance on the Waste Incineration Directive (WID). The draft guidance to the Directive, the Regulations and directions describes the scope, regulatory and technical requirements of the WID and how they should be interpreted and applied.

There are currently eight of these “learned societies” who support the Institution’s thinking and policy, coordinating technical discussion by providing a platform for debate and informed opinion. The SIGs disseminate and promote best practice in a variety of fields, suggesting solutions to challenging problems including the interpretation of legislative issues. DUTY OF CARE CONSULTATION SEMINARS
Defra are holding free to attend seminars looking at the proposals within the current consultation on Duty of Care and Waste Carrier/broker regimes. Defra are offering English waste carriers and brokers to attend a seminar on either 9th February in London or 14th February in Birmingham. Sessions for waste producers are also taking place on 2nd in Northampton and 8th February in London. Those wishing to take part should contact flytipping@defra.gsi.gov.uk stating your name, company details and your activities. Places will be allocated on a first come first serve basis.
