HEALTH IMPACT ASSESSMENT OF ALTERNATE WEEK WASTE COLLECTIONS OF BIODEGRADABLE WASTE
The report provides a review of the potential for health impacts to occur from alternate week waste collection schemes, principally in comparison with weekly collection schemes. The study focuses in particular on separate biodegradable waste collection schemes. The study was carried out to investigate any issues relating to odours, insects, rodents and the risks of disease. The research finds no evidence of adverse health impacts with alternate week collections if the waste is stored correctly. For details see

DRAFT CLIMATE CHANGE BILL
The UK government has released the draft Climate Change Bill, the first of its kind in any country. The Bill sets out a framework for moving the UK to a low-carbon economy, introducing a series of targets to reduce carbon emissions by 26 to 32 percent by 2020, and by 60 percent by 2050. COMPOST QUALITY PROTOCOL
A new initiative making it easier for businesses and industry to produce more compost and reduce the amount of organic waste sent to landfill was launched this week. The main purpose of the protocol is to clarify the point at which waste regulatory controls no longer apply to compost, to provide users with confidence that the compost they purchase conforms to an approved standard and to protect the environment and human health by describing acceptable best practice. SCOTTISH BUSINESS WASTE FRAMEWORK
The Business Waste Framework concentrates on specific actions to reduce business and industrial waste, through waste reducing initiatives in Scotland. It is expected to save Scottish businesses more than £7.5 million a year, and reduce waste by around 200,000 tonnes. Key points in the framework include continued work with environmental organisations to advise businesses on waste minimisation; further work to improve recycling services for small to medium sized businesses; and working with trade associations on business resource efficiency. WASTE PREVENTION GUIDE
A new guide published by the Scottish Environment Protection Agency (SEPA) aims to help local communities tackle the issue of household waste prevention. POLLUTION PREVENTION CONTROL: FEES AND CHARGES
The Secretary of State has prescribed schemes in order for local authorities to levy fees and charges from industries which operate processes under three air pollution regimes, Local Air Pollution Control (LAPC), Local Authority Pollution Prevention and Control (LAPPC), Local Authority Integrated Pollution Prevention and Control (LA-IPPC). FLYCAPTURE ENFORCEMENT TRAINING PROGRAMME
The FlyCapture Training Programme is a national training programme developed by Defra, the Environment Agency and the Welsh Assembly Government designed for local authority enforcement staff and lawyers. The programme is now ready for delivery with the first courses initially scheduled to run at least once in each region in England and Wales in the coming months.
