TRIAL TO ESTABLISH WEEE PROTOCOLS
Defra have published protocols for determinig the amount of WEEE for each category when a mixed load of WEEE is delivered to Approved Authorised Treatment Facilities. The research carried out through the CIWM EB looked at the average category breakdown from hand sorting of mixed WEEE loads derived from a number of Civic Amenity sites. See

ECONOMIES OF SCALE – WASTE MANAGEMENT OPTIMISATION BY AEA TECHNOLOGY
Defra have issued a report examining the potential economies of scale in waste management and barriers to achieving them. The report highlights the importance of authorities sharing waste disposal facilities if the Landfill Directive targets are to be achieved. The report also suggests theoretical optimal sizes for a range of waste facility types.

SCOTTISH GUIDANCE ON LANDFILL ALLOWANCE SCHEME

IPPC REVIEW INTERNET CONSULTATION
In the context of the process to evaluate and review the IPPC Directive, the Commission is analysing the potential for improving the current EU legislation on industrial emissions. COMPOST AWARENESS WEEK

FIXED PENALTY POWERS IN LONDON BOROUGHS
Fixed penalty levels under the London Local Authorities Act 2004 have been set by London Councils Transport and Environment Committee (TEC). They relate to specific offences under the Environmental Protection Act 1990, the London Local Authorities Act 1990 and the Town and Country Planning Act 1990 for noise and other nuisances, illegal street trading and flyposting. These new FPN powers are available for London borough officers to use from 1st July.

FLYCAPTURE ENFORCEMENT TRAINING PROGRAMME
The FlyCapture Training Programme is a national training programme developed by Defra, the Environment Agency and the Welsh Assembly Government designed for local authority enforcement staff and lawyers. The programme is now ready for delivery with the first courses initially scheduled to run at least once in each region in England and Wales in the coming months.
