The CIWM have been busy this week in responding to numerous media enquiries surrounding the issue of Alternate Weekly Collection schemes and have been quoted in numerous national papers, radio and television. The Local Government Association have also published a press release which states that councils operating an AWC often have a higher recycling rate than those collecting weekly.

GUIDANCE ON THE USE OF FIXED PENALTY NOTICES
Additional guidance on the use of fixed penalty notices has been published by Defra. This guidance aims to explain some of the principles that underpin the appropriate use of ’local environmental‘ fixed penalty notices, how their use should be planned and managed, on what basis they should be issued and when they should not, and importantly, how the non-payment of fixed penalty notices should be monitored, managed and dealt with. AMENDMENTS TO FEES FOR WEEE EXEMPTION
Amendments that have been made to the 2006 WEEE (waste management licensing) Regulations have now come into force. The amendments mean that the initial registration fee for a paragraph 49 exemption (refurbishment/repair of specified WEEE) has increased from £295 to £495. THE STRUCTURE AND OPERATION OF GOVERNMENT AND THE CHALLENGE OF CLIMATE CHANGE INQUIRY
The Environmental Audit Committee (EAC) has launched an inquiry focussing on the adequacy of the current structure and operation of government in dealing with the challenge posed by climate change. The EAC has over the years stressed the need for effective co-operation and communication between departments of government, so that the appropriate policies are seamlessly implemented across the breadth of government activity without the contradictions and inconsistencies that sometimes occur. NEW GUIDANCE ON QUALITY PROTOCOL SOIL TESTING

FLYCAPTURE ENFORCEMENT TRAINING PROGRAMME
The FlyCapture Training Programme is a national training programme developed by Defra, the Environment Agency and the Welsh Assembly Government designed for local authority enforcement staff and lawyers.
